- Description
- Solicitation, Attachment 2, Representations and Certifications Solicitation, Attachment 1, Performance Work Statement Solicitation for wholesale food, beverage and water delivery to Mission Iraq facilities. This is a solicitation. The US Department of State requires wholesale distributors for bottled water (500 ml), canned soda pop, dry goods, canned foods, and frozen foods. Items are for Embassy Baghdad and its supporting sites. Multiple BOAs will be entered into. A BOA is not a contract. There is no minimum and therefore no guarantee that the Government will purchase products under these agreements. Delivery orders placed against the BOAs will be competed. All offerors must have current licenses to do business in the region(s) for which they propose to provide goods. Vendors offering to provide items in the International Zone must have current passes and be doing business in the International Zone prior to submitting proposals. This is a commercial requirement. There will be no Government facilities, equipment, or services provided in support of this effort, including housing, food, medical, transportation, and/or security. Initial BOAs will be for water and/or beverages (soda pop). Is this BOA intended to replace the current DLA PV contract? No. The initial intent is to supplement the DLA supply chain. Over time, as more delivery orders are placed with local firms, the Department of State will establish its own supply chain. 2. Is the requirement to provide US products or local? Both. Iraq imports a significant portion of it's food supply. We therefore expect that many of the vendors responding to this solicitation will be wholesale food importers. The emphasis of local sourcing is on contracting with local companies, whether trading groups or food producers. Replace Attachment 1 with a new Attachment 1.
