- This is a sources sought request for information. Gulf of the Farallones National Marine Sanctuary Education, Outreach, and Stakeholder Engagement Services This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential certified small business sources. The Government is under no obligation to pay for information submitted in response to this Sources Sought. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Gulf of the Farallones National Marine Sanctuary ha a requirement for Education, Outreach, and Stakeholder Engagement Services 1. BACKGROUND National Marine Sanctuaries were authorized by the Marine Protection, Research and Sanctuaries Act of 1972. Through this act, the Secretary of Commerce can designate an area with significant cultural or biological resources as a Marine Sanctuary and provide these areas and their resources with special protection. Marine Sanctuaries are administered by the Office of National Marine Sanctuaries within the National Oceanic and Atmospheric Administration (NOAA). The goal of the National Marine Sanctuary System is to protect and manage these marine resources through research, education, conservation and stewardship. The Gulf of the Farallones National Marine Sanctuary's office and visitor center are located in San Francisco. Gulf of the Farallones National Marine Sanctuary encompasses 1,280 square miles of central and northern California coastal waters. In addition, to the Gulf of the Farallones National Marine Sanctuary, the Farallones sanctuary manages approximately 1,380 square miles of northern Monterey Bay National Marine Sanctuary. The Farallon sanctuary's educational and stakeholder engagement activities must reflect the programs highest priority of long-term protection of sanctuary ecosystems. Sanctuary educational and stakeholder engagement efforts are focused on increasing the public's awareness, knowledge, and stewardship of marine life and cultural resources. In accordance with Federal Acquisition Regulation Subpart 37.1, the requirements herein are "non-personal services". The Contractor is an independent Contractor and not an agent or employee of the Government. The Contractor shall provide support in the disciplines of the education, outreach and stakeholder engagement services. 2. SCOPE OF WORK Task A. Educational, Outreach and Visitor Center Services 24 hours per week (1248hrs per year) to fulfill the following requirements: • Operate the GFSNM Visitor Center a minimum of three days a week, this includes greeting the public, interpreting the exhibits and answering questions from the public. The Visitor Center is open 10 am to 4 pm, Wednesday through Sunday. The exact days of the week that services will be needed will be determined with contractor input. • Maintain and clean the Visitor Center exhibits, including several cold saltwater aquaria. Maintain all necessary aquarium supplies and food for aquarium animals. Stock brochures and sanctuary materials. Maintenance and cleaning should be scheduled during closed hours. • Assist with exhibit updates and improvements, including exhibit concept, design, and fabrication. • Schedule school groups. • Assist with the development and instruction of school group programs on week days. • Advertise and lead monthly "Creature Feature" programs for the public on a weekend day. • Assist in the coordination of the Sanctuary's lecture series, interpretive trips, outreach fairs and special events. • Assist with the recruitment and training of Visitor Center volunteers. • Coordinate and lead educator for summer outreach programs. • Coordinate and deliver the GFNMS K-12 school outreach programs (i.e. At Your School). • Collaborate on, develop and deliver joint Ambassador/Naturalist training. • Assist with overall volunteer program. • The contractor will meet at least once a month with all sanctuary education staff and once a week with the Visitor Center Manager. Minimum Personnel Qualification Requirements: • A minimum of 5 years experience in teaching and/or interpretation. • Knowledge of the Gulf of the Farallones National Marine Sanctuary and marine issues. • Knowledge of north central California coast natural history. • Experience maintaining cold saltwater aquariums. • Experience with Microsoft Office and FileMaker Pro. • BS or BA degree in education, marine biology, environmental studies or related field. • Must clear a CNACI background check. Task B. Stakeholder Engagement Services 20 hours per week (1040hrs per year) to fulfill the following requirements: • Conduct and support four advisory council meetings and one retreat per year. • Set meeting agendas with superintendent and executive committee, send agendas to members at least one week prior to meeting. • Prepare council letters and resolutions and transmit to Headquarters. • Take notes at meetings and review draft notes after each meeting before submitting to the superintendent for approval. • Participate in bimonthly program coordinator's meetings and track sanctuary programs for appropriate meeting dates for presentations/action items. • Produce annual council work plan, council accomplishments, and annual council report. • Prepare following year topics and meeting schedule for ONMS Headquarters. • Communicate issues/information relevant to the sanctuary through the council listserve. • Maintain content of council web site. • Prepare the Federal Registrar Notice and additional announcements for member recruitment, manage council applications, solicit members for application review committees and coordinate review, work with the application review committee and sanctuary superintendent to determine new council members. • Coordinate new member orientation. • Participate in GFNMS Advisory Council executive committee conference calls. • Coordinate GFNMS Advisory Council subcommittees. • Participate in quarterly ONMS council coordinator and ONMS council executive committee conference calls. • Participate on sanctuary volunteer team as the advisory council representative. • Meet bimonthly with sanctuary superintendent. • On a rotating basis with the other four west coast sanctuary's SAC coordinators, prepare quarterly west coast region SAC highlight reports (first responsible Jan - June 2011). • Attend one council meeting per California site per year, as budget allows. • Attend annual, week-long, advisory council summit, as budget allows. • Develop a whale/vessel interaction action plan for GFNMS with recommendations on research and monitoring, communication and outreach to stakeholders, industry best management practices, and new policies/regulations. • Coordinate GFNMS whale/vessel strike and acoustic impacts to whales activities with other national marine sanctuaries and government agencies. • Educate stakeholders about the effects and recommendations to avoid whale/vessel strikes and acoustic impacts to whales. Minimum Personnel Qualification Requirements: • A minimum of 2 years of experience coordinating stakeholder engagement and public meetings to inform policy and management. • A graduate degree in marine policy or related field. • The ability to have friendly interactions with the staff and the general public. • Excellent oral communication and interpersonal skills. • Advanced organizational skills are essential. • Must be proficient with Microsoft Office Suite. • Interest in marine wildlife is a plus. • Must have a valid driver license and ability to drive a motor vehicle. • Some lifting will be required. • Some travel within the Bay Area, the State, and outside the State will be required. • Must clear NACI background check. Task C. Programmatic Support Services 20 hours per week (1040 hrs per year) to fulfill the following requirements: • Greet all visitors and assist them with their needs; answer phones, check general voicemail box daily, answer or route calls/messages as needed. • Manage government vehicle fleet, get vehicles cleaned and serviced as required • Manage sanctuary reservations on Google Calendar and serve as building contact. • Manage the mailroom/box, accept and sort deliveries; assist with mailings of outreach materials; manage postage machine • Assist with UPS services; schedule or drop-off as needed; order supplies • Manage and organize supplies and supply room, including ordering and stocking office, printer and plotter supplies. Return used printer cartridges; recycle used supplies and batteries. • Support all Staff meetings (send reminders, develop agendas, take notes and distribute summaries) • Coordinate time & attendance requirements • Support office travel; reserve flights, hotels & vehicles, create travel orders, process vouchers • Serve as contact person for janitors, exterminator, building safety, fire department, Park Service, etc. • Serve as point of contact for scheduling stakeholder engagement meetings with superintendent including advisory council executive council calls at least one month prior to quarterly meeting. • Secure advisory council meeting venues, manage RSVPs, and coordinate logistics including ordering supplies, assembling member packets, and meeting set-up and clean-up. • Prepare advisory council draft notes and collect presentations from advisory council meetings. • Enter advisory council hours into VolunteerNet on a quarterly basis. • Manage sanctuary vehicle fleet including but not limited to the Sharkmobile and Seabird Shuttle. • Maintain sanctuary internal and external calendar and distribute as required. • Maintain sanctuary common spaces and maintain and organize all supplies. • Manage and assist with mail and mailings including outreach materials and announcement of events. • Assist with printing and faxing. • Manage media/IT equipment check-out list/process and assist with inventory accountability. • Upload images to Image Database, assist staff with locating imagery. • Support internal and external information sharing meetings. • Assist with coordinating employee enrichment activities such as messaging workshop and sanctuary open houses. • Assist with Web site maintenance, especially for Advisory Council section • Coordinate sanctuary Green Team. • Raise & take down flags on all good weather days. • Liaison with the sanctuary headquarters and regional office as needed. • Must clear NACI background check Minimum Personnel Qualification Requirements: • Advanced organizational skills • Must be proficient with Microsoft Office Suite • Must have a valid driver's license and ability to drive a motor vehicle. • Interest in marine wildlife and environment is a plus. Task D. Ocean Climate Program Services 16 hours per week (832 per year) to fulfill the following requirements: • Develop an integrated science, policy, education, and operations climate change strategy. • Attend quarterly Bay Area Ecosystem Climate Change Consortium meetings and report on GFNMS climate change activities. • Attend annual DOI/NOS Letter of Intent meeting, revise workplan, and coordinate communication and develop partnerships between members. • Participate in quarterly climate change exhibit design meetings. Advise on climate change exhibits. • Coordinate PACE post doc fellowship to develop climate change indicators for GFNMS. Work with post doc to develop climate change indicators for GFNMS. • Recruit and manage climate change intern. • Participate in monthly 1 hour Green Team meeting and implement greening actions on the GFNMS campus. • Participate in 1.5 hour conference calls every other month as part of the ONMS Climate subcommittee and advise on national climate change strategy. • Maintain GFNMS climate change web pages. • Meet monthly with Sanctuary Superintendent. Minimum Personnel Qualification Requirements: • A minimum of 4 years experience working on climate change issues in the marine environment. • Knowledge of potential climate change impacts to the Gulf of the Farallones National Marine Sanctuary. • Experience working on climate change issues in the central California coast • A graduate degree or equivalent in climate sciences, marine biology, environmental management or a related field with an emphasis on the marine environment. • Must clear NACI background check 3. PROGRAM COORDINATION The Contractor shall provide overall management pertaining to all Contractor technical and contractual support, including state and local requirements, insurance, and liability coverage for its employees. The Contractor shall be responsible for adherence to all federal, state, local, and site-specific safety regulations. 4. SCHEDULES AND OFFICE SETTING The contractors will be based at the Sanctuary office in the Presidio of San Francisco, California unless other arrangements are agreed upon, and will be provided with desk space, computer and software, access to phone, internet, fax, copy machine, etc. The employee is expected to be available during normal business hours and meet monthly with the sanctuary staff. No overtime is authorized under this contract. Periodic travel will be required. The contractor shall work during the normal operating hours of the facility, which are a standard eight (8) hours per day, five (5) days per week. An alternate work schedule may be requested and approved by the Project Leader, provided the contractor's work hours do not total more than those specified in a task order. Work schedules must include working within the core hours of the sanctuary, which are from 9:00 a.m. to 3:00 p.m. The contractor is not authorized to perform duties under this task order on days when the Center is closed, i.e., Government furlough, inclement weather, power outages, legal and federal holidays (New Year's Day, Martin Luther King Jr. Birthday, President's Day, Memorial Day, Independence Day (4th of July), Labor Day, Columbus Day, Veteran's Day, Thanksgiving, and Christmas), etc. These will be considered non-working (non-billable) days unless specified in the task order(s). All contractors must complete all mandatory training (Safety, IT Security, Defensive Driving, etc.) and comply with DOC and NOAA policies and procedures. All programs and materials developed under this contract will be the sole property of GFNMS, NOAA, Department of Commerce and US government. 5. GOVERNMENT VEHICLES Routine transportation requirements shall be the responsibility of the contractor. The use of Government-owned or -provided vehicles may be made available to contractor personnel in the performance of the contract work only. Use of Government vehicles will be authorized per Government regulations. Contractor employees will only be authorized to utilize Government motor vehicles with the possession of a NOAA Identification Card, a valid State driver's license, and proof of insurance. Operators of Government vehicles shall become familiar with and obey all transportation/traffic laws of the States(s) and local jurisdictions in which they operate. Violation of traffic laws can result in fines. Any fines imposed on the operator are his/her personal responsibility as well as any required payment thereof. This includes fines for parking violations. The contractor assumes the risk and responsibility for loss or damage to Government vehicles and shall be liable for its repair or replacement. The contractor is responsible for obtaining and maintaining the appropriate insurance coverage. The amount of liability coverage shall be commensurate with any legal requirements of the locality, and sufficient to meet normal and customary claims. The contractor shall be liable for, and shall indemnify and hold harmless the Government against, all actions or claims for loss of or damage to property or the injury or death of persons, resulting from the fault, negligence, or wrongful act or omission of the Contractor, its agents, or employees. Contractors must comply with the requirements of 41 CFR 101-39 and FAR Clause 52.251-2, Interagency Fleet Management System Vehicles and Related Services. 6. PERIOD OF PERFORMANCE: The base period of work for this contract will be 12 months from August 1, 2012 to July 31, 2013. Tasks listed in the request for proposals are for the Year 1 services. This contract May have additional option years subject to appropriation. 7.IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The government will provide the necessary computer equipment and information to perform this contract. All work must be performed upon government furnished equipment and if addition hardware and/or software is needed, the Contractor must request the additional requirements from the COR. The contractor will be using government furnished equipment (GFE), which is currently covered by an existing government Certification and Accreditation (C&A) package. In response to this notice please provide the following information: 1) A statement that you believe that your firm has the capability to meet all these requirements and perform these services. Also identify the individuals who will staff the various tasks and demonstrate that they meet the minimum stated qualifications. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; 4) A brief description of your firm's recent past experience (within past 3 years) performing relevant similar services. All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. This notice is not a request for proposal. The purpose of this announcement is to gather information from the market place and any responses received will not be considered an Offer by the responding party and cannot be accepted by the Government to form a binding contract. No telephone inquires will be accepted and requests for solicitation packages will not be granted, as no solicitation has been prepared at this time.
