Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services, Conservation Biology Division located in Seattle, WA on a sole source basis with University of New Hampshire. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for conducting Social norm analysis and develop demographic profiles of target Puget Sound regions. Proposed contractor will address the need for social and demographic data to support social norm analysis and provide analysis of the acceptability of different food web conditions among residents of the Puget Sound Basin. Specifically they will provide the following: 1. Produce social and demographic profiles of targeted Puget Sound counties using U.S. Census and State of Washington data. 2. Develop survey instrument for use in social norm analysis assessing the social acceptability of food web conditions. 2. Establish sampling frame and weighting protocols for survey based on socio-demographic and existing data on social norms and restoration acceptability. 2. Implement random-digit dial phone survey assessing acceptability of different food web conditions among residents of the target regions of Puget Sound. 2. Conduct quantitative analysis of survey data that statistically determines the relationships between different social variables and residents views about food web conditions. 2. Synthesize data from the socio-demographic and survey research and develop analyses to gauge social acceptability of different food web conditions. 2. Collaborate with Conservation Biology Division scientists to interpret results and report those results in manuscripts that will be submitted to peer-reviewed research journals. Dr. Tom Stafford of University of New Hampshire is uniquely qualified to complete the tasks for this project. He was a member of NOAA's National Ocean Service (NOS) from 2004-2006. As a member of NOS task force identifying social science priorities for the line office and contributed to agency wide efforts to develop social science projects in support of NOAA's strategic objectives and worked on other collaborative research projects with the Lower Elwha Klallam Tribe and Clallam County in support of dam removal and restoration on Elwha River in Washington. In partnership with WA Dept. of Fish and Wildlife (WDFW), Thurston County, the City of Olympia and stakeholders groups interested in the management of the Capital Lake, he develop a participatory methodology to engage stakeholders in assessing identifying social science data needs, restoration priorities, and management scenarios for the Deschutes Estuary. In partnership with National Marine Fisheries Service social scientist, he developed innovative social science research examining local engagement in salmon restoration and water management across Puget Sound and the research has been published in Coastal Management, the Journal of Environment Management, and Society and Natural Resources. Dr. Stafford's unique experience working with the NOAA, county and tribal authorities and his intimate understanding of the social aspects and fisheries issues in Puget Sound make him exceptionally prepared to perform and complete the services needed for this project. The Government intends to negotiate a firm fixed price contract with performance that shall commence approximately from date of award through Sept 30, 2012. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $14.0M. It is the Government's belief that only University of New Hampshire can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
