- The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), National Soil Science Center (NSSC), Nebraska, intends to negotiate on a sole source basis with Dr. Jimmie L. Richardson under the authority of 10 U.S.C. 2304-(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Natural Resources Conservation Service (NRCS) is planning to present the Soil Geomorphology Institute (SGI) to soil scientists in the National Cooperative Soil Survey (NCSS) July 14, 2012 - August 04, 2012. The SGI presents an integrated earth science approach to soils and geomorphology. The purpose of the training institute is to expand the field skills and conceptual knowledge needed for NRCS and sister agency employees to generate and deliver scientifically accurate soil geomorphology and soil inventory products. In the past, select universities across the country have hosted the Soil Geomorphology Institute (SGI). This year, the National Soil Survey Center (NSSC) will be responsible for designing and hosting the SGI. In order for NSSC to deliver the SGI, they will need to obtain the expert assistance of an individual capable of developing and delivering the training, to include; a comprehensive treatment of key soil geomorphic principles and practices including process geomorphology, soil hydrology, stratigraphy, sedimentology, soil genesis and classification, appropriate tools (traditional and emerging), and related current topics in soil science. In addition, the expert will be responsible for hosting visits to ecological sites in Iowa, Nebraska, and Colorado in loess and glacial drift, loess plains and rainwater basins, braided river systems, the unique Sandhills ecosystem of Nebraska, the high plains of western Nebraska and eastern Colorado, and the Front Range of the Southern Rocky Mountains, determining equipment needs, developing routes, and interacting with participants. The period of performance is July 14, 2012 to August 04, 2012. Estimated value of services is $15,000. Dr. Richardson is a university professor who has served as an instructor for the SGI. He has authored multiple training modules used in the SGI, including integration of the four basic SGI principles, interpretation of hydrology from soil morphology, hydropedology, hydropedology of hillslopes, hydropedology of mass wasting, water cycles in landscapes, open and closed flow systems, and soil landscape models for backwearing. He has demonstrated an expert knowledge of the technical aspects of soil geomorphology and soil survey. He has been involved in discussions about the creation and redesign of the SGI with NRCS in 2011, and is a scientific and technical subject matter expert. This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. To be considered, any such documentation shall be submitted in writing by Thursday May 31, 2012 at 1:00 PM CST. No extensions will be granted. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not bona fide competition exists. The applicable NAICS code is 541690. The Government will not pay for any information submitted. Electronic submissions will be accepted.
