Description
THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed price contract for Project No. 512-12-205, Replace Failed VFD's, at the VA Maryland Health Care System at the VA Medical Center, 10 N. Greene Street, Baltimore, Maryland 21201. Contractor will be responsible to provide all supervision, labor, materials, tools, and equipment necessary to evaluate each identified HVAC drive and controller for cause of failure. The equipment shall be replaced, including, but not limited to drives, controllers, static pressure sensor, control electronics, and power requirements. Drives shall be ABB type and fully compatible with Metasys building automation system. Provide equipment and manpower as necessary to integrate new VFD's to Building Automation System, which is Johnson Controls Metasys - Extended Architecture. Each replaced drive shall have a circuit breaker installed/replaced. Pressure sensors shall be calibrated after installation. Installation shall conform to all applicable local, State, and Federal laws and regulations. The contractor shall remove and dispose of all construction debris. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport, or naturalization papers) will be needed to go through the required access for VA Medical Center. All work is to be completed within approximately 120 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238220. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The Request for Proposal (RFP) solicitation will be issued on or about June 5, 2012. The RFP will include Past Performance/Experience Factor Questionnaire for use as evaluation factors in order to award to the RFP lowest price technically acceptable offer received. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
