Construction Manager (PSC), Kabul, Afghanistan Issuance Date: 05/22/2012 Closing Date: 06/22/2012 SOLICITATION NUMBER: PSC-12-061-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. MARKET VALUE: $80,728 - $118,552 (FS-2 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Kabul, Afghanistan 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND The U.S. Department of State (DOS), Embassy Aviation Program, Afghanistan, provides aviation support under Chief of Mission (COM) authority. Aviation support includes fixed and rotary wing assets to provide COM personnel safe and secure transportation to multiple locations. Flights, known as Embassy Air, originate from multiple hub locations, service numerous airfields, and helipads/heliports of varying condition. In addition to air transportation missions, the U.S. Embassy Aviation Program, Afghanistan, provides construction management oversight for all construction performed under the aviation support services contract. PURPOSE This personal services contract (PSC) provides a Construction Manager (CM) for USG aviation programs in Afghanistan. The CM serves as in-country construction advisor responsible to the Aviation Operations Director (AOD). The CM provides program implementation, direction, and execution oversight of construction and technical infrastructure and construction expertise dealing with multiple USG and ISAF organizations. SUPERVISORY CONTROLS The Construction Manager reports to, and is supervised directly by, the AOD in all matters of construction to include contract actions, design, management, and facility maintenance. The CM also reports through the AOD to the State Department/INL's Director, Office of Aviation to ensure compliance with all policies, directives, and standards by contractor personnel. This is a field position, and will perform oversight duties at various contractor locations during at least half of the period of performance. DUTIES AND RESPONSIBILITIES 1. Provide oversight and evaluation of contractor design, construction and facility maintenance programs to include receiving, reviewing, and providing changes to aviation facility design documents and construction plans. Design review may include Civil, Seismic, Architectural, Electrical, Plumbing and Mechanical elements evaluations. 2. Participate in all levels of INL/A contract actions regarding construction, to include drafting statements of work (SOW), change orders, and technical directives (TD). 3. Submit periodic written evaluations of the contractor's activities, and provide comprehensive award term input to the AOD regarding contractor activities for inclusion in trimester award evaluation. 4. Assist the AOD in directing and coordinating aviation facility design and construction. 5. Assist Contracting Officer Representative as a government task monitor with initiation, finalization, implementation, completion, and evaluation of construction related, contracted projects. 6. Serve as focal point for all aviation infrastructure and construction efforts with particular emphasis on desig and build aspects. 7. Ensure that OCONUS suppliers' performance complies with all contract requirements. 8. Oversee contractor's Risk Management program to insure safe working conditions. 9. Work with the aviation services contractor to develop a follow-on facilities maintenance program. 10. Interface with other USG government and ISAF partners with all issues pertaining to aviation construction. 10. Other duties related to infrastructure projects and facilities as requested and assigned. MINIMUM REQUIREMENTS 1. Must be a U.S. citizen able to obtain/maintain a DOS Secret level security clearance 2. At least four years experience in construction project management roles that involve planning, project management using critical path methodology, resource management, quality control processes, and budgeting 3. Demonstrated experience in all aspects of construction code analysis. Knowledge of the following guidelines; International Building Code, (IBC); International Plumbing Code; International Mechanical Code; International Fire Code; National Electric Code (NEC). 4. Demonstrated experience which clearly illustrates the applicant's ability to oversee a multi-phase, complex construction project from concept through completion. 5. Experience with construction site safety requirements and principles of risk management. 6. Demonstrated ability to interact effectively with multi-national personnel and manage technical and practical processes related to construction. 7. Knowledge and skill in operation of desktop computer based word processing systems. PREFERRED OR DESIRED KNOWLEDGE AND SKILLS 1. Experience in aviation facilities infrastructure and construction projects. 2. Experience with overseas construction in Afghanistan or Iraq. 3. Knowledge of CAD drawing, GIS, and PROJNET. 4. Prior experience dealing with military and Department of State management. COMPLEXITY 1. The CM develops detailed plans, goals, and objectives for the long-range implementation and administration of all infrastructure, construction, and facility maintenance programs. Coordinates recommendations from staff officers, consultations with the AOD and Deputy AOD as well as the Management Officer and Director, Office of Aviation regarding ongoing projects. 2. Provides guidance to contractor personnel and oversees implementation of the program. 3. Projects require dynamic leadership and expertise and complex innovation, strict adherence to high level direction without lower level interpretive assistance, and the ability to single-handedly, or in concert with a variety of other stakeholders, resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. The CM must be able to independently perform fieldwork in remote areas for extended periods without assistance. This position requires the frequent wearing of personal protective equipment. WORK ENVIRONMENT The work is conducted in an office or construction site with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and program evaluations. Some field sites have been declared hazardous duty locations by the DOS due to hostile activities of armed groups and therefore pose significant risk to the while at these sites. EVALUATION CRITERIA: Factor 1: Construction Manager - 35% Offeror's ability to: a. Provide technical infrastructure and construction expertise b. Ability to review and provide changes to facility design documents and construction plans Factor 2: Contract Oversight - 35% Offeror's ability to: a. Perform oversight and evaluation of contractor design and construction and facility maintenance b. Oversee contractor's Risk Management program to insure safe working conditions. Factor 3: Past Performance- 30% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
