- Notice of Intent to Award a Sole Source Contract Lachat QuikChem System Upgrades This is a notice of intent to award a sole source contract. The United States Environmental Protection Agency (EPA), Region 1, 5 Post Office Square, Boston, MA 02109 intends to negotiate and award a sole source contract to Lachat Instruments, a Hach Company Brand, for system upgrades to an existing QuikChem system currently owned by EPA. This equipment is located at EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863 and is used to perform analysis for cyanide, phosphate using EPA methodology. The new system will provide additional analyses such as nitrate/nitrite, TKN, and alkalinity. Select system components are transferable between QuikChem systems and the exchangeable components are to be installed into the new QuikChem 8500 Series 2 FIA system. Lachat Instruments-Hach Company, is the sole manufacturer for its instrumentation, accessories, and parts. No other company has detailed knowledge of the proprietary materials and techniques employed in manufacturing this system as required by EPA. Lachat Instruments has direct access to the factory for expert technical, application and software support to enhance the instrument performance, maximize productivity and instrument uptime. Furthermore, select system components are only transferable and exchangeable among the differing Lachat QuikChem systems and system trade-ins can only be performed directly with Lachat Instruments-Hach Company. The upgraded system is to meet the following functional requirements as detailed below: - Core system unit capable of operating up to five sample processing modules at once. - Auto-sampler capable of holding up to 100 samples and 20 QC stock standards. - An auto-dilution system capable of preparing working standards from a stock standard and automatically estimating concentration of off-scale samples, diluting, and re-running samples without operator intervention. - Flow injection system must provide 5-minute start up, 10-minute changeover, and 5-minute shutdown. -Baseline resolution to within one percent (1%) of full scale over a dynamic range of at least two orders of magnitude. - At least three (3) sample processing modules (nitrate/nitrite/ TKN, alkalinity). - Software must run under Windows TM XP or Windows TM 7 and must perform simultaneous instrument control, data acquisition and report generation, and allow viewing of the calibration curve during the sample and calibration run. The calibration view must update automatically and treat each replicate of each calibration standard independently. - All chemistry manifold fluidics must be made of the top of the instrument and must be easily replaceable. Every individual component in the fluidic path must be user-replaceable. The system shall be compatible with the Labworks LIMS system and allow export or upload of data to LIMS via user configurable ASCII files, the MicroDist Cyanide Digestion System, and must operate on the Windows TM 7 Operating System. The below methods must be available for USEPA compliance monitoring and drinking water methods: - Alkalinity EPA method 310.2 Calibration range from 10 -100 mg/L as CaCO3; correlation coefficient minimum should be 0.99. Run a check standard at 15mg/L and 90mg/L as CaCO3 with +/_ 90% recovery of the true value. - Nitrite/Nitrate EPA method 353.2 Calibration range 0.002 to 0.10 mg N/L; with a minimum correlation coefficient of 0.99. Run a check standard at 0.004 mg N/L and 0.09 mg N/L with +/_ 90% recovery of the true value. - TKN -EPA method 351.3, 351.1 and standard method 4500N-C Calibration range 0.05 to 2.0 mg N /L with a minimum correlation coefficient of 0.99. Run a check standard at 0.06 and 1.9 mg N /L with +/_ 10% recovery. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals, however all responses received by the closing of this notice will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
