Description
The Defense Threat Reduction Agency (DTRA) intends to award an Indefinite Delivery / Indefinite Quantity (ID/IQ) contract on a sole source basis to L-3 Services, Inc., Applied Technologies, Pulse Sciences, 2700 Merced St, San Leandro, CA 94577 for an effort entitled "Nuclear Weapon Effects (NWE) Support." The statutory authority for this non-competitive action is (10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. The scope of this effort is to: 1) Provide support to assure the operability and availability of DTRA-owned NWE simulators to perform research, development, test and evaluation to assure that the critical defense systems meet mission nuclear hardening and survivability (NH&S) requirements as mandated by DoD Instruction 3150.09 and USSTRATCOM Instruction 501-2. The DTRA-owned NWE simulators include: the Double-EAGLE, Pithon, the Modular Bremsstrahlung Source (MBS) and the Short-Pulse Gamma (SPG). These simulators are located at the L-3 Pulse Sciences Building in San Leandro, CA, and must remain in-place as they are fully integrated into the facility. The simulators cannot be relocated due to the size and technical complexities associated with these unique systems. 2) Perform research and development to improve the NWE capabilities of DTRA-owned simulators and the Pulserad 1150 simulator. 3) Provide engineering and scientific testing support, which includes test design, data collection and analysis. 4) Support the disposition of DTRA-owned equipment via dismantlement and/or transfer. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
