Description
NASA/LARC plans to issue an Invitation for Bids (IFB) for 'Electrical Distribution System Upgrades at Bldg 1268' for replacement of substations A, B, and C at Facility 1268B, 13 Langley Blvd, West Area, of the Langley Research Center, Hampton, VA. The Contractor shall furnish all plant, equipment, tools, materials, labor and services necessary for the complete and finished effort. The work to be performed at Bldg 1268 includes, but is not limited to, the following: a) The Contractor shall remove 750 kVA Substation 'A' including one (1) 2.4 kV Air Switch #4485, one (1) 750 kVA Transformer and one (1) 480 V walk-in Switchgear; b) The Contractor shall remove 500 kVA Substation 'B' including one (1) 2.4 kV Air Switch #4486, one (1) 500 kVA Transformer and one (1) 208 V walk-in Switchgear; c) The Contractor shall remove 1000 kVA Substation 'C' including one (1) 2.4 kV Air Switch #4484, one (1) 1000 kVA Transformer and one (1)480 V walk-in Switchgear; d) The Contractor shall furnish and install new Outdoor 750 KVA substation 'A' including 2.4 KV Load Interrupter Switch, 750 KVA Oil filled Transformer, 480 V Switchboard; e) The Contractor shall furnish and install new Outdoor 750 KVA substation 'B' including 2.4 KV Load Interrupter Switch, 750 KVA Oil filled Transformer, 208 V Switchboard; f) The Contractor shall furnish and install new Outdoor 1000 KVA substation 'C' including 2.4 KV Load Interrupter Switch, 1000 KVA Oil filled Transformer, 480 V Switchboard; g) The Contractor shall re-establish communication between the new power logic meter devices installed in the new switchboards and the existing government power logic meter devices, Gateway at building 1268, and Government network server. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is a total Hub Zone set-aside. The NAICS Code and small business size standard for this procurement are 237130 and $33.5M, respectively. The anticipated release date of the IFB is on or about June 8, 2012 with an anticipated offer closing date of on or about July 10, 2012. The firm date for receipt of bids or proposals will be stated in the IFB. Location for drawings will be specified in the IFB. All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84,Ombudsman, is applicable. See NASA-Specific Note B. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been tentatively scheduled for - June 18, 2012 at 1:00 p.m. (c)Participants will meet at- NASA LaRC Badge and Pass Office (End of Provision) All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
