- On or about 04 June 2012, this office will issue Request for Proposals for Multiple Award Task Order Contracts (MATOC), Omaha District, which will also include construction of Task Order No 0001: Relief Well Installation, Missouri River Levee L550, Atchison County, Missouri. The solicitation will close on or about 10 July 2012. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A tentative site visit date will be issued with Task Order 0001 when the solicitation advertises on the FBO website. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) MATOC Information: This MATOC solicitation will have a maximum shared capacity of $25 Million. A maximum of five contracts will be awarded under this MATOC solicitation. The contracts will be used for miscellaneous civil works projects. The contracts are also authorized for use throughout the Northwestern Division of the US Army Corps of Engineers. This solicitation is to determine the technical qualifications of prospective firms. The solicitations will be evaluated on a Best Value basis. Follow-on task orders issued under the contract will be either Best Value or Price only depending on the specifics of each task order. The contracts will have a base period of 2 years and 3 option periods of 1 year each. There is no dollar limit to either the yearly amount or the task order amount. The minimum guarantee amount for the base period ONLY is $3,000. The contracts will require the contractors to furnish all plant, labor, materials, and equipment to perform a wide variety of construction features to include but not be limited to: highway work, heavy construction work, building construction, mechanical work, and electrical work. The scope of work and authority to perform the work will be accomplished using task orders executed by the Contracting Officer. NAICS Code is 237110, $33.5 million small business size standard. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period stipulated within each task order. The individual task orders will include provisions for liquidated damages in case of failure to complete the work in the time allowed. The proposer will be required to provide evidence they are bondable in the amount of $5,000,000. Performance and payment bonds will be required as specified in the individual task orders. Task Order No 0001: Relief Well Installation, Missouri River Levee L550, Missouri: This scope of work outlines installation of a total of sixty-seven (67) relief wells in three reaches of Missouri River Levee L550. Twenty-one (21) wells in the area identified as 4/5 along the Nishnabotna River and Missouri River at stations ~394+50 to ~424+25; ten (10) wells in area 18 along the Missouri River at stations 1107+50 to ~1128+75; and thirty-six (36) wells in area 23 along the Missouri River at stations ~ 1196+00 to ~1239+75. The estimated construction cost of this Task Order is between $1,000,000 and $2,500,000. _______________________________________________________________________________ For Task Order No 0001: The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
