- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with David Kopf Instruments 7324 Elmo Street Tujunga, CA 91042-2205. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. To perform stereotaxic viral injections into the brain, mice will be mounted in a rodent stereotax. David Kopf, stereotaxic apparatus permits extremely precise positioning of injection cannula into specific small brain regions. Kopf stereotaxic manipulators are superbly engineered and manufactured to support any reasonable equipment with rigidity and precision. The 1940 micro manipulator is the most advanced manual manipulator available providing 1 micron resolution, linear glass scales with digital display readout, and three axis.We also have an extensive collection of accessories that are unique to this stereotaxic instrument and therefore can be shared during multiple surgeries. Members of Dr. Aponte's laboratory are experienced end-users of this equipment and can train inexperienced users to operate it quickly, expanding the number of experiments that can be performed. The equipment requested is manufactured solely by David Kopf Instruments, world leaders in the stereotaxic instrumentation field. Quality, versatility and ability to perform are guaranteed by David Kopf Instruments. David Kopf Instruments is the only known source that can satisfy agency requirements. David Kopf Instruments owns patents 6,258,103 and 6,716,220 design, which when used in combination with the unique features of its other products, fulfills the experimental requirements of NIDA. For these reasons, we are requesting the purchase of David Kopf Instruments 1900 Small Animal Stereotaxic apparatus/1940 manipulators/900-U frame assembly. In addition, a high speed drill is necessary to drill small holes in the skulls of these rodents and to produce as little damage as possible. Since the David Kopf drill and sterotaxic apparatus are integrated into a functional apparatus, we are requesting that they be purchased together. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
