- Solicitation No. P12PS23837 Amendment 0001 Attachment May 23, 2012 Project Title: Edit Database for Cultural Landscape Inventories, Yellowstone National Park. Receipt of Offers: The hour and date for receipt of offers is changed to 10:00 am Mountain Daylight time on May 25, 2012. Description of Changes: This amendment provides additional information to the existing solicitation by providing the Introduction and Background Section as follows: IIIINTRODUCTION AND BACKGROUND Area Background The NERHD and YPTCoHD are located at the northern side of the park near the confluence of the Gardner River and the Yellowstone River. It is just inside the park boundary near the town of Gardiner, Montana. Both of the historic districts are adjacent to the triangular piece of land near the entrance station and the Roosevelt Arch, which is a discontiguous resource of the Fort Yellowstone National Historic Landmark District. These properties were developed during the time when most park visitors arrived by train at the Gardiner Depot (non-extant) and boarded stage coaches to begin their park tour, entering the park through the Roosevelt Arch. The LFHHD is located on the northwestern shore of Lake Yellowstone just west of the headwaters of the Yellowstone River and Yellowstone Lake, adjacent to the west edge of the Lake Historic District, where the Lake Hotel is located. It was developed by the U.S Bureau of Fisheries with the goal of stocking the region's waters with fish and also to educate park visitors of the bureau's resource management goals and fisheries practices. Project Purpose The work of this project, editing the existing Cultural Landscape Inventories within the Cultural Landscape Database, is required to evaluate and document cultural landscape features and patterns that contribute to the character of the district. These CLIs will inform upcoming road design/construction projects as well as comprehensive plans for these areas. The information will be used to meet Section 110 and 106 of the National Historic Preservation Act. The database sections, required maps, graphics, and photos have all been entered to what was considered a final draft. In most cases, the entries for most sections contain extraneous material, incorrect use of National Register terminology, and need to be streamlined and simplified. The editing is intended to remove text that is not pertinent to the goals of the CLI, to simplify discussions and lists of contributing features and patterns to only what meets the intent of the Professional Procedures Guide (PPG.) Project Requirements The contractor's work shall meet the requirements of the most recent version of the NPS Cultural Landscape Inventory PPG. Editing of the existing CLI is required to (a) streamline and simplify the CLI sections in order to remove extraneous information, (b) correct CLI sections in order to adhere to the PPG, National Register, and NPS Cultural Resource Management Policies, (c) clarify the text describing elements that are contributing and how they contribute. Data will be edited in the NPS CLI database, where all portions, maps, graphics, and photo images of the draft CLI information has been entered. The LFHHD and NERHD are listed on the National Register of Historic Places and there is currently a DOE on the YPTCoHD on file for reference. The CLIs, including sections such as the Statement of Significance, site plan, boundary, Analysis and Evaluation, integrity assessment, etc., are all entered in the database and will be edited so that they differentiate between what is stated in the current Determination of Eligibility (DOE) or National Register Nomination (NRN) and what is proposed to be added or changed in order to include contributing cultural landscape features and patterns. Features and patterns that contribute to the cultural landscape are shown in the Analysis and Evaluation section on the database and on a site plan. These are to be corrected so that they meet the PPG and National Register requirements. Additionally, a site plan, which is shown for the cultural landscape at the end of the period of significance (as accurate as available secondary information permits), is to be edited. CLI Background The CLI is an evaluated inventory of all cultural landscapes in which the NPS has or plans to acquire any legal interest ("evaluated" means that it focuses on National Register eligible landscapes). The CLI does not make treatment recommendations. The purpose of the CLI is to identify, document, analyze and evaluate cultural landscape resources in a concise way, with sufficient information for a National Register Determination of Eligibility. CLI data has been entered into the CLI website. The CLI can address a landscape (e.g., the whole park), or a component landscape (e.g. a section of the park). CLIs are identified as "complete" or "incomplete." Complete CLIs will include all required data elements on the database including condition, and have written Superintendent and State Historic Preservation Office concurrence. A CLI follows the National Park Service CLI form and meeting the requirements outlined in the most current NPS Cultural Landscape Inventory PPG. The Guide identifies the data elements that are required to be completed. This data is electronically entered into the CLI database. All other terms and conditions remain in full force and effect. This amendment is also to provide information in response to the following written requests provided by interested individuals: 1. Comment was "What is the approximate number of CLI features in each area, and the acreage of each area?" Response - "As stated in the Combined Synopsis/Solicitation, the CLI data was already documented at the complete level, so the CLI features have already been identified for each area. Part of this work includes a review of these features to ensure compliance with NPS CLI Professional Procedures Guide (PPG), which may change the number of features the contractor will put forward as contributing to the landscape. Lake Fish Hatchery (LFH) is 6.6 acres and has approximately 30 features/patterns currently documented. The Yellowstone Park Transportation Co. (YPTCo) is about 13 acres and has approximately 60 features/patterns currently documented. The North Entrance Area is approximately 50 acres, although it is mostly undeveloped and currently has 11 features/patters documented." 2. Comment was "Number of drawings per area that are required and that are currently available." Response - "As stated in the Combined Synopsis/Solicitation, the maps are already available, there are several maps that will need to be modified. The existing maps have been developed for each area using Adobe Illustrator. The NPS PPG requires at minimum one site plan showing contributing features. An additional map showing the location/context of the site is also required. The Park has 1 set of CDs with original files." 3. Comment was "Will the edits be down on a previously prepared document (draft) or will a requirement be to organize all data and put together an initial draft." Response - "As stated in the Combined Synopsis/Solicitation, the edits will be done on a previously prepared document. The document will need to be edited as stated in the RFQ." 4. Comment was "How many days are anticipated on site and does the visit include coordination with park staff?" Response - "The site visit can be approximately 2 days and should be coordinated with Park staff for maximum benefit to the work." 5. Comment was "Are the available drawings in Autocadd?" Response - "The existing drawings have been developed for each area using Adobe Illustrator. The NPS PPG requires at minimum one site plan showing contributing features. An additional drawing showing the location/context of the site is also required. The Park has 1 set of CDs with original files." 6. Comment was "Are digital files available for all background data and draft CLI sections?" Response - "As stated in the Combined Synopsis/Solicitation, the files are available electronically. Also, all CLIs have been entered into the CLI database which has editing capability." 7. Comment was "Is additional research anticipated at the Park archives?" Response - "Additional research may be required in order to verify existing documents according to the NPS PPG and National Register requirements. If there are discrepancies, and the information is critical, additional research may be required. At the very least, consulting the existing three Historic Resource Context Studies (Administrative History, Concessions History, and Road History) will be required. The Park Archives are open year round." 8. Comment was "Is a change to the period of significance anticipated or should we assume it is set?" Response - "A change to the period of significance may be suggested, if warranted and with justification." 9. Comment was "Will we work directly with the Park staff when updating the CLI database or will the Region be our contact?" Response - "Contractors will be expected to work mostly with the Park, however coordination with the Regional CLI database coordinator will also be expected." Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended by one of the following methods: a)Signing and dating this amendment and returning with offer; b)By acknowledging receipt of this amendment on each copy of the offer submitted; or c)By separate letter or telegram which includes a reference to the solicitation and amendment numbers.
