- UNRESTRICTED: THIS ACQUISITION IS A LARGE PURCHASE REQUEST FOR SINGLE NSN 4730006273424 ESTIMATED TOTAL VALUE IS $297,760.00, NO OPTIONS WILL BE EXERCISED. The solicitation is for qty of 32 ea. Requested production delivery is 610 days. F.O.B. is Destination, Inspection/Acceptance at Origin. 3C procurement from approved source(s), see listed below. ADEQUATE TECHNICAL DATA IS NOT AVAILABLE TO FULLY DESCRIBE THIS ITEM. NOTE: THIS IS A RESTRICTED SOURCE ITEM AND REQUIRES ENGINEERING SOURCE APPROVAL BY THE GOVERNMENT DESIGN CONTROL ACTIVITY. THE ONLY APPROVED SOURCE FOR THIS NSN IS BOEING (81205) P/N 10-20087-10. 1.THIS IS AN AIR FORCE CRITICAL SAFETY ITEM (CSI) 2. CSI IS A SUBSET OF CRITICAL APPLICATION ITEM (CAI) 3. DEFINITION: PARTS WHOSE FAILURE POTENTIAL CAN CAUSE LOSS OF LIFE, SERIOUS INJURY, LOSS OF AN AIRCRAFT AND/OR SIGNIFICANT DAMAGE TO AN AIRCRAFT/ASSOCIATED EQUIPMENT 4. ONLY APPROVED SOURCE IS BOEING COMPANY (81205) WITH P/N 10-20087-10. 5. THE FOLLOWING CSI CLAUSES ARE A PART OF THIS SOLICITATION: 52.211-9005 (I11C04) 52.211-9006 (I11C05) 52.211-9007 (I11C06) 6. CERTIFICATE OF CONFORMANCE (COC) IS NOT AND WILL NOT BE AUTHORIZED. 7. CERTIFICATE OF QUALITY COMPLIANCE IS MANDATORY. 8. QUALITY ASSURANCE LETTER OF INSTRUCTION (QALI) APPLIES. 9. TRACEABILITY TO APPROVED CSI SOURCE AND AUTHORIZED OEM DISTRIBUTOR DESIGNATION IS REQUIRED ON ALL CSI PURCHASES. ALL DEALERS MUST PROVIDE TRACEABILITY DIRECTLY BACK TO APPROVED OEM ON ALL CSI PURCHASES. 10. ACCELERATED DELIVERY IS ACCEPTABLE AND DESIRED AT NO COST TO THE GOVERNMENT. 11. ITEM SHALL BE MANUFACTURED OF AN ALL-METAL CONFIGURATION AND NOT CONTAIN CURE DATED MATERIAL. 12. GOVERNMENT OR COMMERCIAL SURPLUS WILL NOT BE CONSIDERED FOR THIS PROCUREMENT. 13. SOURCES THAT ARE NOT APPROVED FOR THIS NSN ARE REQUIRED TO SUBMIT A FULL SOURCE APPROVAL REQUEST (SAR) TO DSCC BY THE CLOSING DATE OF THIS SOLICITATION. THE DATA PACKAGE WILL BE SUBMITTED TO THE SOURCE APPROVAL AUTHORITY AND THEY WILL DETERMINE IF THE SOURCE IS ACCEPTABLE.$200 LOCAL EVALUATION COST AND $1500 ESA EVALUATION COST ADDED TO ALTERNATE OFFERS BEFORE SUBMISSION OF DATA PACKAGE IS CONSIDERED.(REFERENCE L17C01)DUE TO CRITICALITY AND TIME REQUIRED FOR ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVED BY ESA AFTER SAR EVALUATION. All responsible sources may submit a proposal, which shall be considered. Copies of this solicitation will be available at the office address listed above, or by download from the internet at http://dibbs.dscc.dla.mil/rfp.While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
