Description
Research on Prymnesium Parvum Algal Species, RFQ-RT-12-00104 Notice of Intent The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the University of Illinois-Urbana-Champaign, to conduct research on Prymnesium parvum algal species. The University of Illinois-Urbana-Champaign is the only known source with the expertise in the effects of environmental toxins on mammalian systems. Because of the University's interest in the area of developmental toxicology, they have initiated studies on the potential mammalian toxicity of toxins released by Prymnesium parvum, a species of Golden Algae. This species is known to have produced massive fish kills in over 17 States and the increased frequency and geographical spread of the events has amply documented over the last decade. These toxin-induced kills involve millions of fish and also affect other gill breathing vertebrates such as amphibian larvae. This preliminary work is a unique effort to evaluate the potential mammalian toxicity of these toxins. Therefore, t he University is the only source of authoritative information on the potential toxicology of an increasing threat to fish, ecosystems and potentially to other animals and people who come into contact with affected fresh waters and/or other organisms including humans that have been poisoned after coming in contact with the Golden Algae toxins. In conclusion, the suggested vendor can uniquely satisfy the agencies' requirement. The circumstance permitting is FAR 6.302-1 'Only one responsible source and no other supplies or services will satisfy agency requirements'. The anticipated period of performance is a 24 month base period. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
