- SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $14.0 million. This industry comprises establishments primarily engaged in installing and servicing electrical wiring and equipment. Electrical contractors included in this industry may include both the parts and labor when performing work. Electrical contractors may perform new work, additions, alterations, maintenance, and repairs. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, capability and applicable licensing and/or accreditation required for removal and replacement of existing 1600 amp main switchgear, 300KVA three phase main transformer, diesel generator and controls, and electrical panel boards (optional bid item) in Michel Hall at the USCG Academy in New London, CT. It is anticipated that the Coast Guard will award a firm fixed price construction contract as a result of the solicitation. The performance period for the work is 16 weeks from issuance of Notice to Proceed/Notice of Award for work associated with the base bid. The period of performance for the optional bid item is 16 weeks from award. The total estimated value of the procurement, inclusive of all options, is between $250,000 and $500,000. Davis Bacon Act wage rates are applicable. In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisition, please respond by email to teresa.l.calabrese@uscg.mil with "Sources Sought for Solicitation HSCGG1-12- MICHELXFORMER" in the subject line or by fax to (401) 736-1704. Interested firms are encouraged to submit a Letter of Interest/Qualifications that include the following: (a) A positive statement of your intent to submit a bid for this solicitation as prime contractor (include your DUNS number); (b) A statement identifying your certified small business designation; (c) Corporate organization structure, number of full time/part time employees, corporate biography; (d) Organizational structure that will be mobilized to serve the needs of this contract. (e.g., simple box/organizational chart); (e) Evidence of successful past performance/experience in the removal and replacement of comparable switchgear, transformers, diesel generators and controls, and electrical panel boards. Evidence shall include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 30 May 2012. All information requested above must be submitted in sufficient detail in order for the CG to make a determination as to the applicable set-aside and the number of contracts to be awarded.
