- On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Office of the Assistant Secretary for Aviation & International Affairs, Office of Aviation Analysis, Air Carrier Fitness Division plans to acquire, on a SOLE-SOURCE basis, from MicroPact, Inc., the entellitrak® proprietary software and to procure implementation support services to better manage information critical to the economic licensing functions of the Air Carrier Fitness Division. entellitrak® is a unified case management and business process management platform that the Air Carrier Fitness Division intends to use to meet its case management, document management, and reporting needs instead of developing traditional custom software. The Air Carrier Fitness Division intends to satisfy the vast majority of its information management requirements using the entellitrak® pre-configured templates. To meet the remainder of the Air Carrier Fitness Division's case management and business process management needs, MicroPact will take an agile and iterative approach to custom configure the entellitrak® suite to suit the specific needs, business processes, and terminology unique to the Air Carrier Fitness Division. This approach will give the Air Carrier Fitness Division a high degree of control over the project as it evolves and will assure the Air Carrier Fitness Division that the final system delivers the value that the organization expects. Importantly, Micropact interactive custom configuration will give the Air Carrier Fitness Division the same benefits of traditional custom software, but at a fraction of the cost. The entellitrak® proprietary software includes a robust configuration capability, which will give the Air Carrier Fitness Division the flexibility to adapt to future requirements or changes to laws and regulations without the need for program changes to the source code. Further, entellitrak® also has an open architecture that allows seamless integration with other technologies in the USDOT enterprise. entellitrak® is also Section 508 compliant. In addition to the entellitrak® proprietary software, Air Carrier Fitness Division intends to procure implementation support services, on a SOLE-SOURCE basis, from MicroPact. Specifically, MicroPact will provide manual data entry and data migration services to the Air Carrier Fitness Division of historical air carrier fitness information into the entellitrak® proprietary software custom‑configured for the Air Carrier Fitness Division. In conducting due diligence, the Air Carrier Fitness Division explored several other commercial off-the-shelf (COTS) software providers that offered products with similar functionality and flexibility, but no other COTS provider offered comprehensive custom configuration services to the degree that MicroPact offers. The Air Carrier Fitness Division also does not know of any other COTS provider that will provide extensive manual data entry in addition to data migration support services other than entellitrak®. MicroPact's has significant experience working with the Federal government and has prior USDOT‑specific case and business process management experience as well. Under the circumstances, the Air Carrier Fitness Division believes that the intended awardee, MicroPact, is the only entity capable of meeting the unique case management and business process management needs of the Air Carrier Fitness Division and providing the necessary support for successful implementation. Nevertheless, any organization which believes that it can provide the unified case management and business process management services required to better manage information critical to the economic licensing functions of the Air Carrier Fitness Division described above, at the high level of quality and on the time schedule required by the Air Carrier Fitness Division, may, not later than 11:59 PM Eastern Daylight Time June 17, 2012, e-mail, to vanessa.balgobin@dot.gov and to james.mowery@dot.gov and to tyrone.moorer@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
