- NASA Johnson Space Center (JSC) plans to issue a Request for Proposal (RFP) to compete the contract requirements for the Engineering Fabrication Services (EFS). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside and is anticipated to be conducted under JSC's streamlined procurement procedures. The NAICS Code and Size Standard are 336419 and 1,000 employees, respectively. Additional information on the streamlined procurement process can be located on the JSC Procurement website under the General Information Tab, Policy Information sub-section at the following weblink. http://procurement.jsc.nasa.gov/geninfo.html This contract will be an 100% Indefinite Delivery, Indefinite Quantity (IDIQ), Cost-reimbursement contract. The maximum contract value, including all options, will be $98.15 Million. The base ordering period is February 1, 2013 to January 31, 2016. A single, two-year option will be established from February 1, 2016 to January 31, 2017. The anticipated release date of the Final RFP is on or about June 18, 2012, with an anticipated offer proposal due date on or about July 18, 2012. After the release of the RFP, NASA/JSC will hold a pre-proposal conference on or about June 27, 2012. All responsible sources may submit an offer to the RFP which shall be considered by the agency. Draft Data Requirement Deliverables (DRDs) A draft SOW and draft DRDs have been attached to this posting as Attachment 1: EFS Draft Statement of Work and Attachment 2: Draft DRDs. Note: The Draft DRDs are not all inclusive but are the currently planned DRDs which will be required to be submitted by the offeror with their proposal. Prospective offerors are encouraged to review the draft SOW and DRDs and offer written comments and questions via email to the point of contact no later than 3:30 p.m., June 7, 2012. Prospective offerors are encouraged to submit questions and comments as soon as they are identified.Responses to questions will be posted on the EFS website at http://procurement.jsc.nasa.gov/efs/. Interested parties should note that prior to award, documentation from Defense Contract Audit Agency (DCAA) showing that their accounting system meets the requirement of FAR 16.301-3(a)(3), the contractors accounting system is adequate for determining costs applicable to the contract will be required.
