- U.S. Customs and Border Protection (CBP) intends to negotiate a FFP contract on a sole source basis under authority of FAR 13.106-1(b)(1) with Dionex Corporation, 3000 Lakeside Drive Suite 116N Bannockburn, IL 60015 to provide a Nano-flow High Performance/Pressure Liquid Chromatograph. The combined components listed below make up a nano-flow high performance/pressure liquid chromatography (nano-flow HPLC) instrument needed for the analysis listed below. The vendor's, Dionex, name for the instrument is the Ultimate 3000 nano-HPLC. The following components are to be procured: - Solvent degasser - Micro pump - HPLC workstation - Autosampler - Switching valve - Preconcentration kit - Power cord - DCMS Link There are currently four 4000 QTrap mass spectrometers in the CBP laboratory system (New York, Chicago, Houston, Savannah) that are capable of advanced liquid chromatography/mass spectrometry measurements including LC-MS/MS/MS (required by FDA LIB 4434 Fluoroquinolones in Honey), intact protein analysis (multicharge and top-down proteomics), and bottom-up proteomics analysis (digested compliment of proteins of a sample or system). The New York Laboratory is requesting the procurement of apparatus to enable nano-flow high performance/pressure liquid chromatography ( nano-flow HPLC ) analysis with the existing 4000 QTrap mass spectrometer. The current existing HPLC system allows flows from approximately 20 μL/min. to 1 mL/min. The nano-flow system allows flows from approximately 2 nL/min. to 2 μL/min, with an improvement in sensitivity from 100 times to 1000 times. The requested Ultimate 3000 nano-HPLC system has been developed to integrate with the existing 4000 QTrap mass spectrometer through its software. The vendor Dionex (for the Ultimate 3000 nano-HPLC system) has been working with the existing vendor AB Sciex (for the 4000 QTrap mass spectrometer) for a number of years for the purpose of integrating the two systems to work together. CBP market research indicates that other vendors for competing nano-HPLC systems do not offer a software integration solution for their nano-HPLC system to work with the existing 4000 QTrap mass spectrometer. The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The Government intends to solicit and negotiate directly with Dionex Corporation. This notice of intent is not a request for competitive proposals. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to brice.winston@dhs.gov prior to the closing date of this notice. An award shall be made to Dionex Corporation. The anticipated award date is June 5, 2012.
