Description
This is a PRESOLICITATION in accordance with FAR 15.201(c). This is not a solicitation for quotes and there will be no contract award from this pre-solicitation. There will be no reimbursement for any costs associated with providing information in response to this pre-solicitation or follow-up information requests. The purpose of this pre-solicitation is to notify the open market that a solicitation will be posted for competition along. The solicitation shall be set-aside to all qualified small businesses to participate. The Department of Veteran Affairs Greater Los Angeles Healthcare Systems is interested in Procuring Services to perform a 100% Inspection of approximately 1,187 fire, electronic, and pneumatic smoke dampers pursuant to all Joint Commission, National Fire Protection Association (NFPA), State and/or Local Codes. I. Contractor shall provide all labor, parts, tools, ladders and materials required to perform the following: A.Electronic Dampers will be inventoried as "Visually Identified and Exercised. VA Electronic shop personnel shall provide any necessary support to operate the Fire Alarm Panel. B.Provide a complete electronic media inventory database, sorted by building and floor. Database shall include location and type of damper. Location shall be identified by access from the main floor, room number or interstitial by region and column location if available. C.All fusible links shall be dated when removed for testing, attached to the wall next to the damper, and a brand new fusible link shall be installed in the damper. D.Provide a list of major repairs required. E.Indicate on Facility Life Safety plans the location and address of each damper. Place an ID sticker on each damper. F.The VA is estimating that there are up to 1,187 Dampers. G.Some, if not ALL work may be required to be performed in the off hours, at no additional cost to the VA. II. General Conditions: A.All work shall be completed in a professional manner, in compliance with all building, Joint Commission and NFPA codes and standards. B.To the extent required by law, all work shall be performed by individuals trained and authorized by law to perform the work. C.Containment to be used in the OR, ICU, & CCU, and any spaces where access is required by lifting and removing a ceiling tile for access to the damper. This includes all public corridors, office or clinical areas. III.VA Responsibility: A.VA shall provide current drawings from the statement of conditions showing all fire and smoke barriers. B.VA shall provide an Electronic Technician to disable fire alarm panels while contractor is testing electronic dampers. C.VA shall provide an escort with keys to allow access to required areas for inspection. Point of Contact for vendors Interested in submitting a proposal is below.
