- This is a Sources Sought/Market Research announcement to identify interest in the MK76-5 Twin Pack practice bomb, BDU-33 D/B practice bomb, MK14 suspension lug, and the 25 LB Bomb Suspension Lug for procurement. Twin pack refers to the two practice bombs that come in the box (packaging). This announcement is in support of Market Research performed by the United States Army Contracting Command - Rock Island and will be used to determine interest in MK76-5 practice bomb production, BDU-33 D/B practice bomb, and suspension lugs as a manufacturer of the items. The Navy is the end user of the MK76-5 practice bomb and the Air Force is the end user of the BDU-33 D/B practice bomb. Foreign militaries also utilize the BDU-33 D/B practice bomb. Both practice bombs are utilized by for pilot training and certification requirements. The items may consist of, but is not limited to the following: MK76-5 Twin Pack Practice Bomb, NSN 1325-01-071-2560; P/N 2193779 BDU-33 D/B Practice Bomb, NSN 1325-01-054-2906; P/N 7729467-10 MK14 Mod 0 25 LB Bomb Suspension Lug, NSN 1325- 00-991-8890; P/N 8631481 25 LB Bomb Suspension Lug, NSN 1325-01-236-8604; P/N8631481, Methodology for the Practice Bombs: a. Description: The MK76-5 practice bomb is approximately 24.64" long, has a finished weight of approx. 24.5 Lbs and consists of fabricated steel. The bomb has a firing pin assembly, aft body assembly, bomb body, and a center cotter pin. These items are procured separately. The MK14 lug is required for suspension with the MK76-5 practice bomb. The BDU-33 D/B practice bomb is approximately 22.9" long, has a finished weight of approx. 25 Lbs and consists of fabricated steel. The bomb has a firing pin assembly, fin assembly, bomb body, and a pin. These items are procured separately. The 25 lb bomb lug is required for suspension with the BDU-33 D/B practice bomb. b. Notice: Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to benjamin.c.riessen.civ@mail.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be e-mailed to those certified offerors. c. Critical Processes/Skills: Manufacture of the practice bombs requires skilled welders and machinist and a facility that provides high quality phosphate coating, spray wash painting and zinc phosphate. These skills and capabilities are important but are not unique. Manufacture of the lugs requires critical skills to produce the item. The critical skills include die manufacturing, forging process, heat treatment, machining and plating. Critical capabilities required to produce this item are forging equipment capable of maintaining die match, CNC machines, pull test equipment and fixtures. These skills and capabilities are important and unique. Responses: The Government's interest would be between 175,000 - 1,000,000 MK76-5 practice bombs thru FY17. Interested companies are requested to provide a written response to the POC listed below. The Government's interest would be between 100,000 - 360,000 BDU-33 D/B practice bombs thru FY17. Interested companies are requested to provide a written response to the POC listed below. The Government's interest would be between 175,000 - 1,000,000 MK14 suspension lugs thru FY17. Interested companies are requested to provide a written response to the POC listed below. The Government's interest would be between 100,000 - 360,000 25 lb bomb suspension lugs thru FY17. Interested companies are requested to provide a written response to the POC listed below. The responses shall include: A brief description of your company's skills and equipment required to manufacture practice bombs and lugs. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. The description shall also identify the availability of the appropriate maintenance, tooling, and manufacturing engineering skills required to support quality production of this item. A respondent should currently possess a majority of these processes in-house and/or demonstrate provisions for obtaining the remainder without significant delay. Interested companies shall also include a rough order of magnitude estimated unit price for the MK76-5 for quantities between 35,000 up to 200,000 yearly. Interested companies shall also include a rough order of magnitude estimated unit price for the BDU-33 D/B for quantities between 20,000 up to 72,000 yearly. Interested companies shall also include a rough order of magnitude estimated unit price for the MK14 suspension lug for quantities between 35,000 up to 200,000 yearly. Interested companies shall also include a rough order of magnitude estimated unit price for the 25 lb bomb suspension lug for quantities between 20,000 up to 72,000 yearly. Interested companies shall also provide minimum and maximum monthly production requirements and any production limitations. Interested parties should also identify if interested in the four items, or any combination, with an explanation of their interest or limited interest. Interested parties should comment regarding the concurrent deliveries of both practice bombs and both lugs. Discuss the capability regarding such deliveries. Do not anticipate sequential delivery schedule. This announcement is for INFORMATION and PLANNING PURPOSES ONLY and should NOT be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposals and no contract will be awarded from this announcement. Requests for solicitation will not receive a response. It is expected that the items will be purchased via a Technical Data Package. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
