WIRE DESCRIPTION INFORMATION COMBINED SYNOPSIS/SOLICITATION WRAD-12-03613 WIRE ROPE OF TWO SPOOLS CONTAINING 1250 FANTHOMS (7500 FEET OR 2286 METERS) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-12-03613/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is unrestricted and open to all sources. The associated NAICS code is 332618. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: WIRE ROPE-TECHNICAL SPECIFICATIONS 1. Two spools containing 1250 fathoms (7500 feet or 2286 meters) of compacted (Dyfrom) steel (galvanized) core 5/8" (16mm) IRWC wire rope. 2. Each spool will be of 1250 fathoms of contiguous wire, no splices or additions. 3. Each strand will be drawn galvanized. 4. Steel will be of XIP® (Extra Improved Plow Steel Grade) or equivalent. 5. Each spool will be preformed (compacted) or double swaged. 6. Wire rope must be of 6X19 IWRC standard right regular lay. 7. Wire rope will be of made of Seale the construction method. 8. Wire rope will have a breaking force equal to or greater than 1570N/mm, of kN=168 or Kgf =17,100 or 41,000 pounds. 9. Each spool will be treated with heavy lube. 10. Shipping Included (VI) Description of requirements is as follows: STATEMENT OF WORK Statement of Specifications and Request for Quotes for Wire Rope National Oceanic Atmospheric Administration Northwest Fisheries Science Center Fisheries Resource Analysis and Monitoring Division Overview: The Northwest Fisheries Science Center's (NWFSC), Fisheries Resource Analysis and Monitoring Division (FRAM) of the National Oceanic Atmospheric Administration (NOAA) is requesting proposals for the acquisition of two (2) spools containing 1250 fathoms (7500 feet or 2286 meters). General: FRAM conducts bottom trawl surveys off the West Coast of the Continental United States in depths ranging from 30 to 700 fathoms (180 to 4200 feet). These annual surveys provide stock assessment managers with critical data required for the management of biologically and economically important fish stocks located in these waters. Trawlers are used in the collection of data. FRAM has equipment in the water which is being towed over the variable and harsh bottom. The wire ropes will be used as the "main wires" or "trawl warps" on trawlers ranging from 65 to 95 feet with horsepower ranging from 450 to 1000. Delivery: Units will include shipping to: NOAA/NWFSC/FRAM/Victor Simon, c/o England Marine, 880 S.E. Bay Blvd., Newport, OR 97365, no later than September 1, 2012. Technical Specifications: 1. Shipping Included Specific Wire Rope Request: The NWFSC is requesting only Oliviera SA Super Yellowfin brand be provided by contractor: http://www.oliveirasa.com/INGL/NOTI/noti0000.html This wire-rope is specified because this manufacturer specializes in producing wire-rope for use in commercial trawl fisheries Specifically: 6xK19s-CWR End of Statement of Work (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery no later than September 1, 2012. NOAA/NWFSC/FRAM/Victor Simon, c/o England Marine located at 880 S.E. Bay Blvd. Newport, OR 97365 Delivery will be FOB Destination: (VIII) The period of performance for the base contract shall be from date of award to September 1, 2012. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or faxed at 206 526-6025 no later than June 7, 2012 at 5pm Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-58, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses.
