Deputy Program Coordinator for Information Technology (DPCIT) Mexico City, Mexico Issuance Date: 05/29/2012 Closing Date: 06/12/2012 SOLICITATION NUMBER: PSC-12-056-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Narcotics Affairs Section (NAS) is the office within the U.S. Embassy to Mexico that manages assistance activities funded through the State Department's Bureau for International Narcotics and Law Enforcement Affairs (INL). In the Mexican context, NAS manages a bilateral assistance program that helps design, build and otherwise nurture the capabilities of Mexico's law enforcement agencies (LEAs), by investing in the professionalization of their personnel, the creation of infrastructure and the provision of other needed goods and services. Planned future programming will support Mexican LEAs in a wide range of information technology initiatives, inter alia: assisting the Immigration Service with digitalizing forms, expanding databases, and automating document verification; developing a secure inter-agency satellite communications service at the Communication and Transportation Secretariat; supporting the office of the Attorney General of Mexico for prosecutorial case management system development and its intelligence analysis center; and providing data management and analysis software to the Financial Intelligence Unit of the Treasury Secretariat and the support for public security initiatives for training and related data systems at the state and local levels. Purpose The Deputy Program Coordinator for Information Technology (DPCIT) is responsible for supporting the identification, conceptual development, costs, coordination, and completion of information technology projects and their associated infrastructure. This responsibility requires oversight of all aspects of projects to include setting deadlines, assigning responsibilities, and monitoring the progress of project. A key part of the responsibility involves identification of potential projects that support U.S. and Mexican government policy objectives and championing of these projects to NAS management. Another responsibility is report preparation for NAS management regarding the status of ongoing projects. The Coordinator will develop short and long-range plans for the NAS, in cooperation with the Director, Deputy Director, and Program Coordinator for Information Technology. Relationship The Coordinator reports to the Program Coordinator for Information Technology (PCIT). Duties and Responsibilities The Coordinator supports the Program Coordinator for Information Technology in his/her role as the NAS's principal advisor and project manager in the area of information technology (IT). Playing a complementary role both in determining the strategic direction for the IT projects in conjunction with the Government of Mexico (GOM) and in seeking to ensure effective operational execution of information technology plans across the GOM. The Coordinator will be both visionary and pragmatic in his/her approach to addressing the needs of the key constituents. The Coordinator will share the responsibility for comprehensively integrating the projects that NAS undertakes to ensure interconnectivity across GOM organizational lines and internationally, including with USG LEAs, as appropriate. Specific duties and responsibilities • Identify, develop, and implement IT projects for the GOM that support USG and GOM policy objectives. • Establish a strategic and supporting operational technology plan that supports the NAS's short-term and long-term objectives. • Establish appropriate advisory and governance mechanisms to ensure productive interaction among constituents and customers. These mechanisms could include establishing formal advisory mechanisms. • Influence and build alliances with IT entities and resources that fall outside his/her direct authority to ensure IT resources available to projects that NAS may elect to support optimized to manage the execution of major information systems projects, as well as to ensure a competitive and efficient cost structure. • Evaluate the costs/benefits of systems development projects, oversee the selection and development of software and hardware and ensure IT activities and resources add value while economically meeting NAS's needs. • Oversee the development of effective LES IT staff and ensure that the NAS has a quality workforce with the technical skills and competencies needed to accomplish its mission. This will be important in bringing together the separate organizations within the university and ensure that matches the required tasks. • Managing Performance: Able to achieve result through others, to motivate team effort and cooperation. Minimum Qualifications 1. Must be a U.S. citizen able to obtain a Department of State Secret security and medical clearance. 2. Must have a Bachelors degree from an accredited institution. 3. Must have a tested Spanish language proficiency at the FSI 3/3 level. 4. Must have a good working knowledge of Microsoft Office Suite. 5. Must have previous work experience in the area of information technology and project development, completion within US Government setting. 6. Must have previous work experience in a U.S. Embassy or in a comparable overseas, multicultural environment. 7. Successful supervisory and leadership experience, preferably in a multicultural environment, desired. A demonstrated ability to make sound decisions in a timely manner is vital. 8. Demonstrated ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization is essential. Proven leadership skills with the ability to formulate and articulate both specific goals and the long-term vision of the NAS, and the ability to effectively represent the NAS in personal contacts with the GOM as well as counterparts within the USG. 9. Familiarity with Department of State acquisition, contracting, management regulations and logistics and financial management policies and procedures is required, as well as current certification to qualify as a COR. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 90 days arrival at Post. 10. Excellent written and oral communication skills, as well as developed problem solving skills, initiative and the ability to be sensitive, flexible and creative when problems arise. 11. An in-depth knowledge of IT project management. 12. Demonstrated broad experience with integrated IT oversight and management with five or more years of success in an IT leadership role for an organization of substantial size and scope. 13. Demonstrated ability to build a strategic plan on a large scale, to have established a governance body comprised of key customers and members of the IT staff and to have successfully led the execution against the plan. 14. Demonstrated conceptual understanding of IT and how it used as a strategic enabler to delivery on a variety of missions across a multifunctional entity. 15. Demonstrated experience in merger integration, while not a requirement, is a plus, especially as it relates to motivation and retention of key staff, and building a high-performance integrated team. Physical Demands and Work Environment • Office Environment: normal routine will involve deskwork and working at a computer terminal, with travel in Mexico, Latin America and United States. • Supervision Received: The Coordinator will report to the PCIT and will receive general guidance from that individual. The Coordinator will receive administrative, management and program policy direction concerning overall program priorities and objectives, after which they independently negotiates the scope and objectives of each tasking with little input or review by her/his supervisor. • Supervision Exercised: The Coordinator will share with PCIT the responsibility for supervising a staff of foreign national personnel in the NAS Information Technology team. The Coordinator may be called upon to direct IT activity when the PCIT is absent. • Guidelines: The INL Financial Management Handbook, INL Program and Policy Guide and INL Procurement Policies and Procedures handbook provide supplementary guidance to the Foreign Affairs Manuals for Personnel Management (3 FAM), Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM) and associated Foreign Affairs Handbooks, the Federal Acquisition Regulation (FAR) and the Department of State Acquisitions Regulations (DOSAR). • Complexity: The work involves planning, organizing, and completing projects and managing day-to-day programs. An essential part of the complexity will be the identification of the project parameters with counterparts within the GOM and the subsequent negotiation of mutually agreed to goals. Because of the complexity, high visibility and political sensitivity related to many issues with which the NAS is involved, the Coordinator may encounter difficulty in identifying the exact nature of the relevant issues or problems and in planning, organizing, and determining the scope and depth of tasks, studies and audits to be undertaken. The work may require the Coordinator to establish new concepts or programs and considerable effort to resolve previously unyielding problems. • Scope and Effectiveness: The Coordinator will perform a broad range of tasks related to a complex foreign assistance program in Mexico. NAS programs have a significant impact on embassy operations including those of other USG agencies. An essential part of the complexity will be the identification of the project parameters with the GOM counterpart(s) and the subsequent negotiation of goals. • Personal Contacts: The Coordinator works closely with personnel of NAS, Embassy Management Section, other USG LEA agencies in the mission, contractors implementing NAS projects and GOM counterparts. Evaluation Criteria Factor 1 Past Performance 20 points An evaluation of applicant's ability to perform under the contract based on past performance. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Factor 2: Work Experience 20 points Demonstrated work experience in the area of information technology project initiation and management with success, preferably with the Department of State (domestic or overseas. Factor 3 Specialized Experience 15 points Demonstrated work experience in an American embassy (with the Department of State or other USG agency) or in comparable overseas, multicultural environment. Factor 4 Management Experience 15 points Demonstrated successful supervisory and leadership experience, preferably in a multicultural environment. Demonstrated ability to make sound decisions in a timely manner. Factor 5 Leadership Experience 15 points Demonstrated ability to interact effectively with a wide range of American and foreign national personnel at all levels of an organization. Factor 6 Department Experience 15 points Familiarity with Department of State management regulations (FAM, FAH, SR) and Department of State logistics and/or financial management policies and procedures.
