Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Small Arms Training Simulators (SATS) Procurement. The Defense Threat Reduction Agency (DTRA) intends to award a sole-source firm fixed-price (FFP) contract to the Transas Group (Transas) located in St. Petersburg, Russia, for the manufacture and delivery of forty-four (44) SATS units and associated ancillary equipment including non-lethal training weapons, compressed air charging stations, and spares kits. The scope of work further includes documentation and certifications, as well as delivery of the SATS units and equipment to Russian locations close in proximity to nuclear weapons storage sites. The purpose of this project is to ensure adequate training for Russian Federation Ministry of Defense (RF MOD) guard forces responsible for security at nuclear weapons storage sites. The SATS performance requirements include software that can execute site-specific scenarios and multiple training modes (lane target shooting, 3-D graphics, and video modes), utilization of realistic Russian-weapon simulators, and accuracy of shot projection. The performance characteristics of the SATS system must meet RF MOD guard force certification standards, and the system must be manufactured by a Russian company to ensure the RF MOD can sustain the systems without further assistance from the United States Government. Transas has been deemed the only company capable of fulfilling each of these requirements. The anticipated award date is August 10, 2012. The statutory authority for this non-competitive action is derived from 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only Responsible Source. No other source meets all of the qualifications and technical specifications required to perform the task. This announcement does not commit the Government to make a contract award.
