Description
This is a sources sought for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation's (Reclamation) Yuma Area Office (YAO) utilizes a Supervisory Control and Data Acquisition (SCADA) industrial computer system to operate a system of groundwater pumps and water conveyance structures. The pumps and water conveyance structures are part of the YAO's wellfield infrastructure used to manage high levels of groundwater for over one million acres of commercial agricultural lands in Yuma, Arizona. The excess groundwater is pumped for use as part of the water deliveries to Mexico in compliance with an international treaty. The existing SCADA system has been in place and in operation since 2008. The current SCADA system requires a technical upgrade to replace the existing computer hardware and software. All software applications require an upgrade to provide an interface with Windows 7 operating system. Reclamation needs to update and modify the current SCADA system to operate to manage area groundwater and to coordinate water delivery. The necessary upgrades will require programming upgrades to add functionality to the current system and to meet current and emerging operational requirements. Programming enhancements are required to extend the functionality of the SCADA data reporting so that users on the YAO's administrative computer network can view groundwater data in specific formats that are familiar to users. The system hardware and software upgrades are required to improve the existing functionality while allowing the opportunity for future changes to the features, operation, and equipment. The existing server workstation computers are Dell PowerEdge 1800 branded systems running on Windows 2003 Server Service Pack (SP) 2 and utilizing GE Fanuc iFix 4.0 software. The Contractor will be required to replace the existing seven SCADA industrialized computers consisting of the two servers, a historian server, one development workstation, and three client node computers with Government furnished equipment (GFE). The GFE includes new computer hardware and the computer applications software to include the current version of iFix. The contractor will be required to ensure the computer replacements, programming upgrades, and feature implementations are 100% compatible with Windows 7.0 and the latest version of GE iFix and GE Proficy iHistorian platforms. Contractor shall also make certain that the human machine interface, HMI, is analogous to the current system. This procurement will be awarded using FAR Part 15 Negotiation procedures with an intended performance period of a Base year with two Option Years. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 541511, Custom Computer Programming Services, with a small business size standard of $25.5M. The Contractor shall provide all management, supervision, labor, equipment, and supplies necessary for successful performance of all work specified. The work is located at the Bureau of Reclamation, Yuma Area Office, 7301 Calle Agua Salada, 85364, Yuma, Arizona. The Bureau of Reclamation is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability Statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy. Capability statements are to be submitted no later than June 7, 2012 at 3:00pm, Mountain Standard Time. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of the services listed above. Packages should include the following information: Provide (1) Business Name and Address, (2) Point of Contact to include E-Mail Address and Telephone Number, (3) DUNS and NAICS code(s), and (4) Type of Business: Large, Small, 8A, HUBZone, Women-owned, Service Disabled Veteran-Owned, etc., (5) Demonstration of the firm's experience shown by providing a list of jobs within the past five years in which your firm completed similar work. For each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name and location. All businesses are encouraged to limit their responses to no more than 10 pages in length. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.
