Description
REQUEST FOR INFORMATION REQUIREMENT : Defense Information Systems Agency (DISA) Network Services for Defense Information System Network (DISN) This is a Request for Information (RFI) for planning purposes only. This is not a Request for Proposals (RFP). No solicitation is available at this time. DESCRIPTION: •I. Purpose: The Defense Information Systems Agency (DISA), Network Services (NS) for Defense Information System Network (DISN), is conducting this Request for Information (RFI) as market research for the purpose of planning and developing a viable solicitation that will best communicate the Government's requirements to industry for private sector capabilities to deliver bandwidth, network equipment, and IT services worldwide in support of the DISN. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. •II. Background: The DISN is the core global enterprise network of the United States military. It consists of owned and leased telecommunication networks, subsystems, and operations support. As the DoD's worldwide enterprise-level infrastructure providing end-to-end information transfer in support of DoD operations, the DISN provides long-haul transport and other services that facilitate information resource management and supports national security as well as DoD needs. The services it provides to DoD installations and deployed forces include data, voice, video, Cross Domain (CD), messaging, and other unified capabilities along with ancillary enterprise services such as directories. The DISN integrates terrestrial, wireless and satellite communications and unifies the communications infrastructure into a standards-based, transparent platform. •III. Specific Information of Interest DISA is initiating acquisition activities that will result in the replacement of the DISN Access Transport Services (DATS), DISN Transmission Services - Pacific (DTS-P), Joint Hawaii Information Technology Services (JHITS), and significantly reduce our use of Networx and Bulletin Board for circuit services. DISA is considering consolidating those contracts into a single global contract - Global Network Services (GNS), which will provide the transport capabilities necessary to support the global DISN. GNS will include commercially leased, media independent network capacity services (from short term leases to Indefeasible Rights of Use (IRU), and all current and future telecommunications networks data transfer rates and standards/protocols for the Defense Information Systems Network. GNS may also include satellite, wireless (though not wireless devices), and installation of end user services as a component of integrated solutions that include bandwidth. Similarly to DATS being partitioned into CONUS regions and DTS-P limited to the Pacific theater, how should GNS, a global telecommunication contract, be subdivided? •A. By geographic region, such as Europe, CONUS, and the Pacific? •B. By service or functional area, such as satellite or terrestrial? •C. By a combination of the above (service and region)? •D. Do not partition the contract? •E. Please explain your response, and if you suggest partition, what should the functional, service, or regional areas be? •2. What factors or considerations should be weighed in making this analysis? What factors did you use in your recommendation for the above question? •3. Based on your recommendation in Question 1, where would your company provide GNS/DISN capabilities or services? •4. How will your service delivery intervals, provisioning processes, and network performance be impacted by: •A. Providing all services globally? •B. Providing services on a regional or by service basis? •C. What are your measures of effectiveness (factors) in making this determination? •IV. Submission Instructions and Formatting Requirements: How to Respond: There are two ways to respond: by written white paper or by an online forum. Written Responses Responses should include the (1) business name and address; (2) name of company representative and their business title; (3) category of your business i.e. Large, Small (if small, state your category, i.e., 8(a), Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, etc.); and (4) Applicable NAICS(s. The responses should be in a white paper format, no longer than twenty (20) pages in length, PDF with no digital rights management that prevents the Government from copying the information. White paper should address the capability questions posed above. Font sizes should be no smaller than 10 point. Online Forum DISA is currently operating a Global Network Services (GNS) working group on All Partner's Access Network (APAN). It is a set of collaboration tools - forums, wikis, blogs - to facilitate a discussion between DISA and industry. The forum is an open discussion with all members of the GNS working group. If it is an actual company, access will be granted. Response Submission Deadline: Limit the technical questions to the central theme of the actual requirements identified. Questions for this RFI will be due to the email address identified below no later than (NLT) 1 June 2012 at 3:00 P.M Eastern Standard Time (EST). The resulting vendor submission should be a technically sound submission. Responses to this RFI are due via email NLT 15 June 2012. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Disclaimer: THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Proprietary information and trade secrets if any must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and may be used as is without restriction when incorporated into the documentation associated with any acquisition that may or may not follow. In any case, the documents and will not be returned. All Government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
