- Attachment 2: Small Business Performance Areas Attachment 1: ACFP Draft PWS This Sources Sought Request for Information (RFI) is issued for informational purposes to locate capable businesses. The Air Force is conducting market research and desires input from the industry to assist in requirements planning. The information requested by this synopsis will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. Please note: This is not a commercial solicitation and the Air Force will not be responsible for any costs incurred by interested parties in responding to this RFI. a. Description: Headquarters Air Mobility Command (AMC) is interested in the identification of capable sources to provide labor, material, supplies, and services to incrementally maintain and /or develop, deliver, test and field individual and distributed multi-user work-centered applications consistent with technical specifications. These services and products in total are referred to as the Advanced Computer Flight Plan (ACFP). Review the attached draft Performance Work Statement (PWS) for more details. b. Information Requested: 1. Company Information. Name, Address, telephone number, FAX number, point of contact(s) name(s), phone number, e-mail address, CAGE code. 2. Capability Information should include a brief description of experience in providing the requirements similar to those described in the PWS and should include: (A) Evidence of your company meeting US DOD or other customer software assurance standards and managing a secure development environment. (B) Provide evidence of your company's experience in defining, developing, and maintaining advanced path analysis and optimization software such as those used in flight route optimization. (C) Provide evidence of your company's experience in developing and/or maintaining software with the following: a. Oracle 11g table management, triggers, and procedures b. Oracle WebLogic forms and reports c. Oracle (Sun) Solaris Unix d. ANSI C, C++, C#, and Oracle PL/SQL programming languages e. Simple Object Access Protocol based Web Services f. Windows Server g. Windows Internet Information Services (IIS) (D) Provide commercial literature describing your company's business focus, and products and services offered (not included in 15 page limit). (E) Please include contract references relating to automated and optimized flight planning to include: (1) Contract number and Contract Type (2) Agency/Company supported (3) Period of performance (4) Original contract value (5) Point of Contact (POC) with current phone/fax number (6) Brief description of the effort. The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 15 pages. The Small Business Performance Area (Attachment 2) does factor in to page count. 3. Identification of business size and whether currently designated a small business as defined the Federal Acquisition Regulation FAR Part 19 and also currently registered in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at http://www.sba.gov/sites/default/files/Size_Standards_Table.pdf. The applicable North American Industry Classification System (NAICS) Code is 541512. Small Business size is calculated based on an organization's annual receipts being less than $25.5M. 4. The Government intends to identify specific task areas within the draft PWS that can be performed by small business companies. Identify which specific task areas on attachment labeled "Small Business Performance Areas" that your small business can perform. In addition to identifying which tasks your company can perform, please include supporting documentation to supplement your capability statement. Detailed description of each task and all applicable subtasks can be found in the draft PWS. 5. Identify Major Risks: Provide general information to identify any major risks anticipated. 6. Any special contract terms and conditions that would need to be included in a subsequent solicitation. 7. Insight as to the commerciality of this service, i.e. do you currently provide this service to any customer other than the Federal Government? 8. Any other information deemed useful to the Air Force. c.
