- The Department of Veterans Affairs, National Acquisition Center (NAC), is conducting market research to determine if there are adequate small business concerns capable of providing Hospital Beds for Home Use items described below to VA Medical Centers nationwide including the District of Columbia, Puerto Rico, Alaska and Hawaii. This is not a request for interested parties to be placed on a solicitation mailing list. This announcement is for informational purposes only and must not be construed as a request for proposal (RFP), or an announcement of a solicitation. The objective for this effort is to identify interested parties that can provide directly to Medical Centers the Hospital Beds for Home Use items as required and to provide the business information necessary to the NAC Contracting Officer as described below. Vendors must have all items including accessory items described below. The upcoming solicitation will be posted in FEDBIZOPPS. The upcoming solicitation may be considered as a bundled procurement and the public is invited to submit comments to the Contract Specialist listed below. Interested parties must provide all of the following information: Name and address of company, telephone number, and business size. If the company responding to this notice is not the manufacturer then also include the manufacturers Name, address of company, and their business size. All capable and interested small business concerns are encouraged to submit the necessary information by e-mail to: timothy.richards@va.gov; or by fax (708/786-5256) no later than 3:00 p.m. (Central Time), June 15, 2012. The Department of Veterans Affairs will not pay for any material provided in response to this Sources Sought Notice nor return the data provided. Point of Contact: Timothy M. Richards (708) 786-4959. The North American Industry Classification System (NAICS) Code is 339113 and the small business size standard is 500 employees. This procurement action will be issued on an unrestricted full and open competitive basis if it is determined that no capable small businesses exist that can provide the products required to service the VA Medical Centers listed in this announcement. The following minimum technical requirements and estimated quantities of items to be procured annually are as follows: I.Line Items Estimated Quantities Bed w/Rails (No mattress) (E0266) 14,000 Bed Only (no rails or mattress) (E0297) 5,000 Mattress Only (E0272) 15,000 Full Rail (E0310) 2,447 Half Rail (E0305) 7,000 (Split Rails combination of 2 half rails) (E0910) Trapeze 5,700 II.The following accessory items must be available to be ordered with bed or at a later time: "Full, half and split rails "Trapeze "Mattress - Product Literature must accompany every bed & mattress ordered. III.WARRANTY A minimum one (1) year warranty is required for the above Hospital Beds and accessories. Minimum Technical Requirements All offered beds must meet the following minimum technical requirements in order to be evaluated and considered for award: 1.Minimum Weight Capacity -- 400 pounds 2.Power - Electric head and foot sections both elevate independently and height of bed raises and lowers independently by electric controls. Will be tested with rails in locked and upright position. Must be capable of this function regardless of which type of rail is on the bed (i.e. full, half, or split rails). 3.A fluid proof patient pendent that controls all the electrical movements of the bed must be provided. 4.Head/Foot Boards - must be interchangeable. 5.Rails - Beds must be able to accept full, half and split rails. 6.Minimum clearance height between floor and bed frame -5 inches 7.Minimum bed height from the floor to the top of the bed's side frame without mattress -15 inches. 8.Width of frame - minimum 35 inches. 9.Maximum overall length measured from the outside of the headboard and footboard - 90 inches 10. Motors - for head control, foot control, and elevation control must be independently replaceable. 11. If the electrical power plug is suitable for a 2 prong outlet then the electrical components must be double insulated. 12. If the award is made for a bed requiring a 3 prong (grounded) outlet, the unavailability of 3 prong (grounded) outlets in some Veterans' homes may require the VA to purchase beds for those Veterans outside of the contract in order to ensure patient safety. 13. All motors that control the functions of the bed must have hand crank capability. A battery back-up is acceptable, but only in addition to and not in lieu of a crank. 14.Trapeze Mount - must accept a bed mounted trapeze. 15. One person set-up and transport - must be demonstrated by a representative of the offeror and accomplished within one hour. 16. The bed must meet the IEC standard 60601-1-11 Edition 1.0:2010 Medical electrical equipment - Part 1-11: General requirements for basic safety and essential performance - Collateral Standard: Requirements for medical electrical equipment and medical electrical systems used in the home healthcare and also the IEC standard 60601-2-52, Medical electrical equipment - Part 2-52: Particular requirements for the basic safety and essential performance of medical beds. Edition 1.0, 2009-12. The new standard includes entrapment criteria and those criteria will be used to test the beds. Any beds that do not meet all criteria will be rejected. The bed will be tested with the pressure reduction mattress and rails provided by the offeror. 17. Electrical components of offered beds must be UL Listed. 18. Wheels/Casters - four total - either two wheels with two locking casters or four wheels with locking casters. 19. Must have no pinching or sharp outside edges or other physical hazards to patient safety. 20. A scissor action that is created, between the bed frame parts, when the bed is raised or lowered that creates a pinch point that can damage electrical power or pendent cords is not permitted. 21. Mattress - Foam Pressure Reduction with a minimum sleep surface of 36 by 80 inches. Mattress must be in compliance with all federal and state fire codes and regulations and must be clearly marked with industry standard labeling. EVALUATION FACTORS If a hospital bed or any accessory fails to meet one or more of the minimum technical requirements the offer will be rejected and will not receive further evaluation. In the evaluation of the sample items, the Government will consider the factors listed below. The Government's review will not be limited to these areas. VA reserves the right to inspect any aspect of the offered item(s). All Hospital Beds for Home Use will be evaluated as submitted. If a Hospital Beds for Home Use doesn't work optimally, it will be evaluated as submitted with no opportunity to submit additional samples. No alterations to the sample devices will be allowed after due date for offers. All awarded samples become the property of the Department of Veteran Affairs. In addition to Price, the non-priced factors listed below (Technical, Quality/Past Performance and Socioeconomic Considerations), shall be used to evaluate offers and are listed in descending order of importance. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Technical factor is by far the most important; however, as overall technical ratings of offered samples become more equal, price becomes more important. TECHNICAL EVALUATION A subjective evaluation of the offered Hospital Beds will be performed. Significant weight will be given to actual performance of the beds during an evaluation at the National Acquisition Center. The following technical evaluation factors are of equal importance: "Maneuverability: ease of caster movement and locking, ease of steering, ease of movement up and down, ease of movement of foot and head sections. "Ease of use of patient pendant control, clarity of labeling on patient pendant. "Crank - ease of use of crank system during power failure. "Bedrails - ease of attachment and removal. Stability of rails in transferring patients. Technical Quality/Past Performance Socio Economic Consideration Delivery Requirements. Delivery shall be made to any VA Durable Medical Equipment (DME) contractor or Veterans Affairs Medical Center (VAMC) within the United States including the District of Columbia, Alaska, Hawaii and Puerto Rico in accordance with instructions provided in a delivery/purchase order issued under this contract. Under no circumstances will delivery be made to a veterans' home. The contractor must have the capability to provide delivery to locations within the United States and Puerto Rico to receive contract award. Delivery shall be F.O.B destination in accordance with the following time frames: Regular delivery shall be made within seven (7) days after receipt of a delivery order, expedited delivery within 3 days, and emergency delivery within 24 hours. The Government agrees to pay the difference between normal and expedited freight for expedited and emergency delivery. Individual VAMCs shall issue delivery/purchase orders to the contractor which shall indicate the specific item ordered quantity and all necessary delivery and payment procedures. Any additional delivery requirements shall be specified on the individual VAMC's delivery order. The contractor shall provide the products specified in the contract, at the prices awarded herein and under the terms and conditions set forth in the contract signed by a person with purchasing authority on behalf of a VAMC. AS215 PRE-MARKET APPROVAL (AUGUST 2000) All offerors must be in compliance with Section 510(k) of the Federal Food, Drug and Cosmetic Act for those medical device products intended to be delivered to the Government. Only devices that have received Premarket Notification Approval from the U.S. Food and Drug Administration (FDA) shall be considered for award under this solicitation. Items that have not been given Investigational Device Exemption shall not be considered for award. AS1904 REGULATORY REQUIREMENT PROVISIONS (AUGUST 2000) If the product(s) offered in this solicitation is (are) considered medical devices by the U.S. Food and Drug Administration, offerors and/or subcontractors shall be in compliance with the Federal Food Drug and Cosmetic (FD&C) Act, as amended, and regulations promulgated there under. The general controls of the FD&C Act that medical devices are subject to are contained in the final procedural regulations in Title 21 Code of Federal Regulations Part 800-1200. These controls are the baseline requirements that apply to all medical devices necessary for marketing, proper labeling and monitoring its performance once the device is on the market.
