Description
The purpose of this Sources Sought is to ensure there is adequate small business competition for the following: 1. Project Overview: The USPFO for Indiana is seeking an independent technology consultant (ITC) to provide expert project management, planning and a completed design for the renovation of a designated area in the basement of Building 16, Muscatatuck Urban Training Center (MUTC), Butlerville, Indiana, into a state-of-the-art data center. Building 16 is a multi story building of approximately 80,000 square feet. It is of standard design for a government administration building built in the mid 20th century with cinder block and drywall walls, metal and wood framing, and a combination of sloped and flat roofs. It houses a combination of meeting rooms and office space. The data center complex will have controlled access and will be built to Department of Defense construction and telecommunications standards. Raised flooring shall be used and be incorporated into the final design deliverables. Project is estimated to be approximately 75% telecommunications design and 25% minor construction design. Cost effective energy conserving features will be incorporated into design, including energy management control systems and high efficiency motors, lighting, and HVAC systems. The Sustainable Design rating to be achieved with this project shall be Leadership in Energy Efficient Design (LEED) Silver. Any additional items known and/or determined to exist as proposed exceptions to criteria will be addressed and/or validated during the initial project meeting (IPM). NOTE: This project is for design work only and the ITC will be excluded from bidding competition for the construction phase. 2. Scope of Work: The project to be completed by the ITC involves the following tasks: 2.1. In conjunction with AMCCO leadership, develop a project team for the design of Building 16 Data Center. 2.2. Coordinate and schedule semi-monthly meetings with the project team. 2.3. Through progressive elaboration with the project team, develop and identify future requirements for the Data Center. 2.4. Develop and deliver final Statement of Work consisting of final design drawings, material list, independent project cost estimate and project specifications. 2.5. Attend and assist with any public pre-bid meetings. 2.6. Provide AMCCO with any and all necessary addendums to drawings and specifications. 2.7. Provide AMCCO with written bid reviews. 2.8. Provide project management services to oversee and review successful construction contractor's implementation. 2.9. Attend and assist with construction progress meetings, contractor meetings, and site inspections. 2.10. Review required closeout documentation. 3. Location of Work: ITC should expect that all meetings will be conducted at CAJMTC. Off-site meetings may be scheduled with approval of the ITC and the project team as required. Design work may be performed off-site dependent upon security considerations. 4. Period of Performance: Project work will begin within 15 days of the acceptance of contract. Project deliverables to be completed and provided to AMCCO no later than 90 days from contract acceptance. 5. Deliverables Schedule: 5.1. Schedule for Initial Planning Meeting (IPM), and follow on semi-monthly meetings. Due within 15 days of acceptance of design contract. 5.2. Completed Statement of Work: Due no later than 90 days of acceptance of design contract 5.2.1 Full set of comprehensive design drawings. 5.2.2. Materials List. 5.2.3 Independent estimated costs breakdown. 5.2.4 Project Specifications. 6. Applicable Standards: 6.1. ITC is responsible to accomplish this work in accordance with and adherence to the all Federal, State, local laws; regulations, rules and codes, to include OSHA, IOSHA and AFOSH standards and to abide by ALL installation policies, guidelines and procedures. 6.2. Potential bidders may inspect the building to be remodeled. Site visits can be arranged by contacting any of the representatives above between the hours of 0800 - 1600, Monday through Friday. 6.4. Environmental Requirements: The ITC shall design all facilities in compliance with all Federal, state, and local air, water, and solid waste requirements and shall research and prepare necessary permit applications. 6.5. Cultural Resources: The ITC must comply with all cultural resource laws and regulations, including the National Historic Preservation Act and the Archaeological Resource Protection Act. 6.6. Technical Requirements: The ITC will ensure that all telecommunications design work conforms to Building Industry Consulting Service International (BICSI) design standards and EIA/TIA telecommunications standards in addition to Federal Government and United States Army technical guidance. 6.7 Construction Requirements: The ITC will ensure that construction design work meets all applicable building codes and regulations. 7. Contract Completion: Since the ITC may be required to furnish advice subsequent to the final submittal, all work and services to be performed under this Task Order will be completed no later than 30 July 2013. 8. Mandatory Requirements: Due to the data, voice, audio-visual and radio technology requirements inherent to this project, the successful ITC MUST meet the following requirements: * ITC project manager will hold a current industry recognized Project Management certification. Acceptable certifications are PMP, CAPM, RTPM, MPM. * ITC team will include at least one person holding a current certification as a BICSI Registered Communications Distribution Designer with the additional Outside Plant certification (RCDD-OSP). * ITC team will include at least one person holding a current certification as a BICSI Registered Wireless Designer (WD). * ITC team will have training and experience in designing controlled-access secure facilities. * ITC must be able to provide documented evidence of project experience in: o Internal and Outside plant design o Design and layout of Technology/Computer Operation Centers o CAT6E and cable tray design o Advanced wireless design o Radio Frequency (RF) engineering and design of antenna farms 9. Preferred experience should include: * Whole system design for large technology driven facilities * Licensing by the Federal Communications Commission (FCC) with training and experience in meeting FCC guidelines.
