Description
REQUEST FOR INFORMATION This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements, determine if commercial services are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. BACKGROUND The Department of Veterans Affairs, Veterans Health Administration (VHA), VISN 5 has a requirement for the development of a social media site for communicating with a broad range of non-VA groups: Veterans, patients, family members, general public, and health care experts. SCOPE 1.Minimal functions: The web-based platform would include external three-way communications (VA to Vets/Gen Public; Vets/Gen Public to VA; and Vet to Vet for example). Capacity to stream video, engage in bloggery, wikis, share photos, as well as more traditional online content such as chat rooms, email, information sharing, archives, FAQ, and data collection. 2.Front end deliverables: Copy, limited stock photography, graphic design, site design, architecture or mapping. 3.Execution phase: Design, coding, programming, and beta testing of site. 4.Hand off phase: Minimum of two fulltime contracted personnel to support the site on an ongoing basis: a virtual librarian who produces, researches, and provides finished, web-ready content, and serves as referee; plus a webmaster to maintain the site and upload content. Web trends reports that detail visitor 'traffic paths' on the social media site, i.e., how visitors enter the site, what pages they navigate through, length of time, popular links, date/time peaks, departure points, and volume will track hits. 5.Additional requirements: Contractor will secure non-profit discount on behalf of VA whenever possible. Develop regional search engine marketing to ensure visitor can locate site without pre-existing familiarity with URL. Furnish a recommended content list, proposed collection list, and content refresh/update schedule. Manage relationships with third party venders. Ensure that metric tracking devices or systems, i.e., web trends, etc. to quantify performance. Provide reports as requested on project progress, results, or other reasonable performance-based measurements, such as demographics on respondents, web trends, etc. The Department of Veterans Affairs owns all copyrights to all information, art files, programming, copy, or other services performed by Vendor under the scope of this contract. Vendor will, upon request, enable VA staff to assume management of the fully functioning Social Media site within 30 days of initial notice in writing. ADDITIONAL INFORMATION The proposed North American Industry Classification System (NAICS) is 541511 Custom Computer Programming Services, and size standard is $25.5 million. SUBMITTAL OF RESPONSE: Please submit expressions of interest electronically in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company and its service possesses the necessary expertise and experience to compete for any acquisitions. Additionally, please provide an estimated time for completion of this project from inception to completion. Your response must also include a rough cost estimate. Please note that this is not a request for a cost proposal; a bottom-line dollar amount is sufficient, no cost detail is needed. To expedite the market research process, responses should not exceed ten (10) pages. Since this is a Request for Information (Sources Sought Announcement), no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The due date for submission of this information is 4:00 PM Eastern Standard Time (EST) on Friday, June 8, 2012.
