Description
IDIQ Contract for High Pressure Fire Loop Replacement/Repair at the B&W Pantex Plant Babcock & Wilcox Technical Services Pantex LLC (B&W Pantex) is seeking companies experienced in repairing or replacing underground high density polyethylene pipe (HDPE) and ancillary equipment associated with the High Pressure Fire Loop (HPFL). Further to the goal of B&W Pantex to utilize small businesses, B&W Pantex will set-aside this project to small businesses. B&W Pantex is interested in a company that has a core competency required for the opportunity at hand, a proven track record for performance, a good safety record, and the necessary financial stability to perform the work. BACKGROUND: Babcock & Wilcox Technical Services Pantex LLC (B&W Pantex) is the Operating and Maintenance (O&M) Contractor for the U.S Government Department of Energy (DOE). Pantex Plant is located near Amarillo, TX. PURPOSE: This contract will provide for general repair services to patch or replace small sections of underground HPFL piping and ancillary equipment associated with the HPFL that is leaking or has failed. These services will be required on an as-needed, Indefinite Delivery/Indefinite Quantity (IDIQ) basis for the equipment, material, labor and supervision. The successful firm will be required to have a current Certificate of Registration and have a Responsible Managing Employee for Underground Fire Main (RME - Underground Fire Main) License per Article 5.43-3 of the Texas Insurance Code, and be regularly engaged with at least 5 years' experience in the installation of HDPE and underground fire protection piping. The HPFL serves a Safety Class function, and the successful firm will be required to implement a Quality Assurance Program meeting the regulatory requirements of NQA-1-2008. SYSTEM DESCRIPTON : The HPFL is designed to provide non-potable water to various site facility fire suppression (sprinkler) systems. The distribution system is arranged to afford at least two flow paths to each facility on the grid with valves to isolate sections while maintaining water supply to the remainder of facilities. The current system consists predominantly of ductile and cast iron pipe. Pipe sizes range from 6 inches to 14 inches in diameter. Fire hydrants connected to the system are located throughout the areas served. OBJECTIVE : The objective of this project is to provide general repair services to quickly repair or replace leaking or failed pipes and ancillary equipment associated with the HPFL. The Contractor shall furnish equipment, material procurements, construction services, and plant personnel training as required. SCHEDULE Subcontractor shall submit an estimate and milestone schedule within five (5) calendar days of receiving the Request for Proposal for a Task Order. Subcontractor shall commence work within two (2) working days of being issued a Notice to Proceed. ESTIMATED COST RANGE The total cost of this project is estimated to be $200,000.00 for the base.
