R - Scientific, Engineering, Technical, Professional, Financial, and Administrative Support Services SOURCES SOUGHT The Fargo Veterans Affairs (VA) Health Care System (HCS) is soliciting information to conduct market research to identify potential parking consultants who can provide pro-active solutions to the current parking needs and future parking needs to accommodate the continued growth of the Fargo VA Medical Center, located at 2101 Elm Street, Fargo, ND 58102. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: The market research is looking to identify potential consultants who have the capabilities to develop a detailed and cohesive parking study for the Fargo VA Medical Center, which should include, but is not limited to the following elements: I.Existing Parking Conditions & Recommendations a.Review current parking restrictions - see attached drawing of existing parking areas b.Perform studies during appropriate periods of time that provide information on turnover and occupancy patterns, including major public events that affect the area around the Fargo VA Medical Center c.Evaluate pedestrian traffic patterns / crosswalks - place of business; d.Review current way-finding system for identification of visitor (patient) and employee parking lots; e.Evaluate / analyze of the current parking demands; f.Provide a list of questions to be distributed to current business owners and home owners to reflect their concerns relative to the current parking conditions g.Cite locations best suited for additional surface lot parking such as public parking and parking with surrounding institutions; h.Identify peak demand and periods of the day when parking is at low demands. II.Future Parking Needs & Recommendations a.Develop strategies for improved visitor (patient) and employee parking options; b.Cite solutions using public transportation, that will reduce / relieve veterans (patients) and employee parking demands; c.Develop a parking lot build-out plan to reflect future needs and encourage the continuous growth of the Medical Center and partnership with University of North Dakota (UND) -School of Medicine and Health Sciences (SMHS); d.Assess the impact of future development on parking; e.Identify and evaluate potential solutions that could satisfy current and projected parking deficits; ? III.Recommended Parking Structure Requirements a.Provide a strategy for operating guidelines, such as enforcement of a current parking areas b.Detail parking capacity for the site (number of spaces recommended for veterans (patients) and employees) c.Pedestrian routes from the facility to various destinations on the Fargo VA Medical Center campus d.Traffic flow, to and from the site e.Recommend phasing of the facility in response to the pace of future development Initial market research indicates that the Fargo VA Health Care System should provide the following to a parking consultant, please review and make any recommendations of required resources required: a.Schedule of major events (City of Fargo, ND) b.Current visitor (patient) and employee parking spaces c.Current building uses d.Future known developments e.Future known surface parking lots f.The parking ordinance for the City of Fargo, ND g.Other: _______________________________________________________ In accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), the information requested is for planning purposes only and is not intended to bind the Government.
