- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-58. This action is set-aside for small businesses, NAICS 336214 (Trailers - Utility Trailers Manufacturing), with a small business size standard of 500 employees. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses. We reserve the right to cancel this Request for Quotations. BACKGROUND: The National Park Service (NPS), North Cascades National Park is has a requirement and is seeking quotes for a Trailer - Tilt Type Equipment Trailer. Trailer is to be used for transport of equipment; (ie., excavator, tractor, and other equipment) and will be towed via a heavy duty pintle type hook. Please view the information below and if interested provide quote for purchase of equipment. Note that the information provides specifications and may include recommended name and model numbers that meet the government's requirements for comparison purposes only, if you do not carry that equipment model please provide name and specifications for any equivalent items that you can provide. The government intends to makes a simplified acquisition, best value award based on price and other considerations including; specifications and features, warranty, availability of local support and trade-in consideration. SPECIFICATIONS: Trailer - Tilt Type Equipment Trailer - Trail King TKT-50 or equivalent. Specifications, Salient Characteristics and Features Required: 1. LOAD CAPACITY A. Minimum 50,000# in 10' payload capacity at 65 mph with adequate hitch load and approx. 63,400 lb. GVWR. 2. PLATFORM / DECK A. Length - 28' B. Width - 102" C. Deck Height - Approximately 32" (loaded) 35" (unloaded). D. Tilt Platform Construction - To be lightweight, high strength design consisting of two (2) 8" deep fabricated I-beams with 80,000 & 100,000 psi yield steel installed lengthwise. Side channels integrally welded to cross members. E. Outside Rails - Seven inch (7") (9.8#) structural channel. F. Cross members - 4" - 3.46# I-beams of 63,000 psi yield steel, and and 4" deep x 4" wide I-beams of 80,000 & 100,000 psi yield steel. G. Decking - One and one-half inch (1-1/2") hardwood laid lengthwise. Each end of boards shall be attached to a cross member. H. Wheel (Deck) Covers - All wheels shall be covered. When wheel covers are other than standard deck material, they must be constructed of 1/4" minimum safety plate. I. Operation - Load deck (tilting portion) shall raise and lower with PTO power system allowing loading and unloading to take place without the use of ramps or docks. Maximum loading angle to be 12 degrees. J. PTO operated Power up/Power down deck tilt system - two (2) hydraulic cylinder, 5" x 16", shall be installed between main frame and tilt deck to operate the raising and lowering of the platform. K. Platform Lock - Double positive constant pressure air locks with single air switch and inserted safety pin. Inserted safety pin to be attached to lower frame with welded chain to prevent loss. L. Approach Plate - 11" x 102" tapered steel plate, to raise and lower with both a single air switch and/or mechanically to expose all lights when in transport position and cover all lights when in loading/unloading position. Also, when in transport position, plate shall act as under-ride protection. M. Lashing Rings - Minimum of sixteen (16) heavy duty, forged steel lashing rings (8 per side) equally spaced on outside rails of load bed. N. Ten (10) Strap winches (5 per side) staggered with opposing strap hooks. Welded to bottom of outside channel and evenly spaced. 3. STATIONARY DECK A. Deck- 4' Stationary deck attached directly to undercarriage. B. Outside Rails - 7" - 9.8 lb. structural channel C. Cross members - 4" x 3.46 lb. I-beams of 63,000 yield steel. D. Headboard - Four inch (4") safety headboard installed across full width of load deck. Five inch (5") to act as part of the front outside cross member. 4. UNDERCARRIAGE FRAME CONSTRUCTION A. Style - Straight through design wherein the suspension system is attached directly to the tongue (main frame) and not to the load platform. B. Main Frame - 12" deep with 3/8" x 5", 100,000 psi yield steel flanges, and 1/4", 80,000 psi yield steel web. C. Length - 66" inch minimum distance from extreme front of load deck to center point of hitch D. Hitch - To be heavy duty pintle eye type. Inside diameter of 3" inch. Must be adjustable from 14-3/4" to 26" above ground level when loaded. Pintle eye to be 4 bolts, 20,000 lb. vertical capacity. E. Tool/Chain Tray - Within the tongue's dimensions, drip through tray to be included and have lockable lid F. Safety Chains - Two (2) 5/8" grade 80 plated chains 38" long. Chains are to have ample strength to hold the entire GVW. Chains may not be welded to tongue; pin through chain connection to trailer is to be equal to or greater than chain strength. Chains to be equipped with grab hooks with safety latches. G. Tongue Stand - Tongue jack is to be 12,000# lift capacity, manual crank style with pin drop base. Stand capable of supporting fully loaded trailer. 5. SUSPENSION A. Type - One (1) 72,000# capacity, triple axle, spring suspension for through axles. B. Axles - Three (3) 20,000# through type, 5" diameter with 49" and 49-3/4" axle spacing. C. Tires - Thirteen (13) 215/75R x 17.5 - 16 ply tires. Tire load rating is to be minimum of 4,540 lbs. each at 65 mph and 125 psi. D. Wheels - Thirteen (13) 6.75 x 17.5, 8 hole pilot mount disc wheels. E. Wheel Oil Seals - Oil bath bearings with see through inspection caps. F. Spare tire and wheel carrier mounted to frame. 6. BRAKES A. Type - Full 4S2M A.B.S. air brakes supplied with full "S" cam actuation on all axles to match the axle load rating. Individual power chamber shall be provided for each brake. Emergency air line with glad hand shall extend a minimum of 24" beyond the trailer tongue towing eye and terminate on the left-hand side of the trailer tongue. The service air line with glad hand shall extend a minimum of 24" beyond the trailer towing eye and terminate on the right-hand side of the trailer tongue. LED lighting system. 7. ELECTRICAL SYSTEM A. Wiring - All circuits wired through automatic circuit breakers. All wiring is to be sealed system type and mounted in rubber grommets. Wiring positioned above lowest cross member height to protect electrical system from ground obstacles. All wiring 10, 12 and 14 gauge to provide adequate voltage to lights. All electrical per DOT/ICC standards. 8. PAINT A. Trailer to have all mill scale and weld slag removed, treated with metal etching solution, primed with a urethane primer and finish coated with a polyurethane paint. DELIVERY LOCATION: National Park Service North Cascades National Park 7280 Ranger Station Road Marblemount, WA 98267 TRADE-IN Additionally the park would like trade-in consideration for a 1993, Trail King, Model TKT50-2800, Tilt Type Equipment Trailer, in Good Condition. Depending on quoted shipping costs, may opt to use Government Bill of Lading (GBL); 6. Contractor remittance address, DUNS number, and federal tax identification number; 7.
