- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Universal Music “ MGB NA is considered the only source that can provide a license for a searchable library of licensed music for use in creation of non-broadcast multi-media productions for internal use by the Navy. A change of vendors would require notification of each of the users, recovery of the loaned hard drives, re-registration of the same users for a different service, re-training of users according to the requirements of a new vendor, and redistribution of any copyrighted media. Completion of this process would have to be coordinated with mission execution with delay of up to several weeks and would cause extra costs to be incurred in employee time. The burden imposed by such a change would impact our mission to a significant degree. The applicable North American Industry Classification Systems (NAICS) Code is 519120.
