Description
The Healthcare Acquisition Activity-North, Ft. Detrick, Md., intends to issue a firm-fixed-price, sole source Purchase Order to Valpar International Corporation for the purchase of one (1) Joule Functional Capacity Evaluation System. This purchase is for the Medical Education Training Campus (METC), Fort Sam Houston, TX This procurement is being conducted in accordance with FAR Part 13.106-1(b)(1) under Simplified Acquisition Procedures (SAP) for commercially available items. Only one responsible source is reasonably available because the Joules System is the only piece of equipment that can be used in the Occupational Therapy course at the METC. The course cannot deviate from the Joule System because the METC is a technical training school environment in which course curriculum and the "Program of Instruction" (POI) is tailored specifically to the Joules System. The Joules System is the only system approved by our Oversight Board. Valpar is the most prevalent used work capacity system DoD wide.Valpar is the only company in its field to feature a criterion referenced asseeement system which is directly tied to the YS Department of Labor job standards, Industrial Time standards developed through Methods Time Measurement studies are the foundation which the work sample development has been based. Valspar assessment systems provide a double benefit for employers, strengthened EEOC compliance and the ability to select the right person for the job. The North American Industry Classification System (NAICS) for this requirement is 335999 and the size standard is 500 Employees. All responsible sources may submit a response. A determination by the Government to not compete this requirement will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 02:00 PM EST, 7 JUNE 2012.
