- This is a sole-source synopsis that provides notification of the 30th Contracting Squadron's intent to extend contract FA4610-11-C-0025, Substation Maintenance for a period of six months. The period of performance for this extension will be from 30 September 2012 and ending 29 March 2013. This extension is needed to satisfy the 30th Space Wing's (30SW) Substation Maintenance requirement until award of a new solicitation FA4610-11-R-0037 can be completed. Not awarding a six-month extension would cause serious injury to the Government. The extension will be performed by the incumbent contractor, Siemens Industry, 1000 Deerfield Pkwy Buffalo Grove IL 60089-4547. A full and open competitive acquisition was awarded on 19 Sep 2011 to provide Substation Maintenance for the 30SW, Vandenberg AFB, CA. The Substation Maintenance provides scheduled, preventive and predictive diagnostic maintenance services for nine substations connected to the 70kV transmission system on VAFB. This contract also includes minor repairs and limited emergency response actions in support of the 30th Civil Engineer Squadron (30 CES). The extension will provide for the continuation of uninterrupted services of the Vandenberg AFB operations described above. This six-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c) (1), 'Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements,' as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. The re-compete action is slated to be awarded sometime in June 2013. This contract extension will further allow for the current procurement under FA4610-11-R-0037 to be accomplished and allow for a transition of services to the next contractor. Siemens Industry is the only responsible offeror for the extension of the contract, as the Government would experience a stop in service that is detrimental to fulfilling the agency's requirements if the current contract is not extended prior to the current expiration date of 29 September 2012. Interested persons may identify their interest and capability to respond to the requirement specific to the extension of the contract under FAR 6.302-1(a)(2)(iii), Only One Responsible Source, within 15 days of this notice. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend the current contract and not compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend the contract.
