Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell Boeing Joint Project Office on an ‘other than full and open' competitive basis to address obsolescence driven issues. This effort includes the incorporation of multiple requirements listed as follows: (1) Address the Non-Recurring Engineering of the replacement Slim Multi-Function Display (SMFD) Glass and Firmware change in the video card and 2) Address the Non-Recurring Engineering of the replacement Quad-in-line Digital Microcircuit within the Cockpit Interface Unit (CIU) 1553B Remote Terminal (RT) Circuit Card Assembly (CCA). Both of these issues require mitigation due to obsolescence issues and diminishing manufacturing sources for parts. The glass is a Shop Replaceable Unit (SRU) within the existing SMFD and has 100 percent commonality with FA-18. Qualification testing (95 percent) has been completed based on commonality between both NAVAIR program offices and simultaneous qualification testing by Boeing. This effort entails Delta qualification of replacement glass in order to complete V-22 unique vibration and environmental testing requirements stipulated in accordance with the V-22 Aircraft System Design Specifications. Additionally, the implementation of the "Black Screen" corrective action, as a no-cost effort, will be jointly performed with the SMFD Glass Replacement effort. In regards to the CIU obsolescence NRE effort, the vendor for the CIU and the Original Equipment Manufacturer (OEM) for the microcircuit have identified available Wafer material for a replacement part. This effort entails the assurance testing and characterization of the replacement Quad-in-line Digital Microcircuit and verify that the replacement microcircuit meets the existing baseline of the obsolete component stipulated in accordance with V-22 Aircraft System Design Specifications in order to meet MV/CV-22 Osprey production line requirements. Bell-Boeing is the only known source that possesses the requisite knowledge and expertise required to perform this effort.
