Description
Synopsis: The Customs and Border Protection, Office of Technology Innovation and Acquisition (OTIA) is in the process of expanding and enhancing its organizational understanding of innovation and determining the best way to implement innovation in the organization. The KAI tool is used to understand the preferred problem solving style of individuals. This tool will identify if the participant preferred problem solving style is adaptative or innovative. The KAI tool is a paper based instrument developed by Dr. Michael Kirton, the tool is patent and protected by copyright laws and only certified practitioners may administer the tool. The Contractor shall be KAI certified practitioners in order to administer the tool. Please provide the following: 1. Documentation that all consultants administering the KAI tool are certified. 2. Consulting Rates per hour/day. 3. The Contractor shall identify all labor and material cost to administer the tool to approximately 325 participants. 4. Shipping of material shall be billed at cost with documented receipts. 5. Travel and related workshop expenses are billed at cost with proper documented receipts. 6. Past performance references shall be provided. No more than three (3) references are needed. The Contractor shall perform all services at the location determined by the Government in the Washington, DC metropolitan area. Contractor shall administer the KAI tool to approximately 325 participants and provide a written analysis of the results of the activity. The KAI tool shall be administered and results analyzed within 45 days. The written report of the analysis shall be submitted to the Contracting Officer Representative (COR) within 45 days of receipt of order. The Government will determine the training location and dates. The period of performance shall begin from the Date of Award until September 30, 2012. Scope KAI measures for problem-solving, teamwork and creativity. KAI measures style of problem solving and creativity. KAI is used: in the training of managers and key teams as part of the management of change in group training and individual development as part of the management of diversity for the enhancement of group cohesion and effectiveness for leadership techniques, and for problem-solving team building. KAI Practitioners are typically HR managers, company directors, business consultants & trainers. KAI is also widely used by academics in the fields of business, psychology, sociology and education. In order to obtain the defined capabilities in a manner that is the best interest and the best value to the Government. This requirement is being competed iin the Small Business program. The contract type shall be Time and Material. The period of performance shall be from date of award until September 30, 2012. The NAICS code for this acquisition is 541611- Administrative Management and General Management Consulting Services. These services shall be delivered at the location determined by the Government in the Washington, DC metropolitan area. Technical and Cost proposals shall be submitted no later than June 12, 2012 at 2:00PM EST. Responses shall be no longer than 4 pages.
