- REQUEST FOR INFORMATION SPED Assessment Materials Requirements Contract with Web Based Ordering Capabilities 1.0 Description 1.1 The Department of Defense Education Activity (DoDEA) office of Domestic Dependent Elementary and Secondary Schools (DDESS) is seeking information on how an interested contractor would provide a specific class of items with preferred discounted pricing to allow Government Purchase Card (GPC) Cardholders to order Special Education (SPED) Assessment Materials within the North American Industry Classification System (NAICS) Code 511130 (School book publishers except exclusive Internet publishing) via a web site. Please see the sampling of the type of assessment materials at the end of this RFI. The web site would be configured to allow direct purchases via the GPC and to alert the customer if the order exceeds the GPC single purchase threshold of $3,000. In this case, the webs site should be configured to accept a delivery order completed by the DDESS Procurement office. In theory, the pricing would be available for purchases under $3,000 and required for DDESS customers for purchases above $3,000. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DDESS is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background DDESS Schools use the GPC to purchase an estimated $150,000 a year of SPED Assessment Materials. DDESS plans to open 15 additional schools within the next 5 years. DDESS envisions a vendor providing this specific class of supplies (NACIS Code 511130) to be used for SPED assessment and maintaining a web site available to GPC cardholders to quickly and efficiently order these items directly from the vendor. The vendor would need the capability to deliver these items to at least 16 different locations throughout the continental United States and Puerto Rico and to a stateside location for delivery to Guantanamo Bay, Cuba. The web site would need the capability to alert the buyer if their purchases exceed $3,000 (single purchase threshold for GPC) and assist the buyer in coordinating with the DDESS Procurement office to complete purchases which exceed $3,000. 3.0 Requested Information DDESS requests information as to how a vendor would maintain such a web site and how such a web site would function to allow GPC Cardholders to take advantage of discounted pricing. A description of the capabilities of the web site should include ease of selecting and ordering items, how the preferred or discounted pricing would be defined and applied, and tracking of the shipment and delivery of purchased items. Furthermore, information should include how the vendor's web site would handle orders of more than $3,000 and assist the customer with relaying the order to the DDESS Procurement Office for a delivery order to be executed. In such cases, the DDESS employee submits a Purchase Request form, with a detailed listing of the items to be purchased, to the DDESS Procurement Office to complete the order. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a narrative of their approach to this requirement. 4.2 Narratives in Microsoft Word and/or PowerPoint for Office and/or PDF compatible format are due no later than June 22nd, 2012, 1:00 PM EST. Responses shall be submitted via e-mail only to William.lockard@am.dodea.edu. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.. 4.3. Section 1 of the narrative shall provide administrative information, and shall include the following as a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.4. Section 2 of the narrative shall answer the issues addressed in Section 3 of this RFI and can include internet links to the vendor's web site to assist in their narrative. 5.0 Industry Discussions DDESS representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer's email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Federal Business Opportunities (FedBizOpps) website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after June 15th, 2012 at 1:00 PM EST will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide SPED Assessment Materials with Web Based Ordering Capabilities. The information provided in the RFI is subject to change and is not binding on the Government. DDESS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
