- The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform work at Ulysses S. Grant National Historic Site, St. Louis, Missouri, described as follows: All work will be performed under a single contract. This project is required to install a Photovoltaic (PV) panel array; consisting of 30 240W panels and all associated hardware on the Southern-facing roof of the Visitor Center. This array will be integrated directly into the existing electric service panel located in the basement of this building. Description: The work includes but is not limited to: Contractor shall furnish all supervision, labor, equipment, safety equipment, tools, materials, transportation, and all other requirements necessary for on-site production. The contractor will be responsible for the entire scope of this project, to include; preparation of roof for new solar array installation, determining and fabricating a supporting/mounting rack adequate to attach the solar panels, making all electrical connections, installing all panels and associated hardware to the mounting rack, and installing conduit and wiring to meet system requirements through the building to tie into the existing electric service, located in the basement. Type of Acquisition: A negotiated, firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's s technical capability, past performance, and price to determine the Lowest Priced Technically Acceptable (LPTA) offer to the government. The NAICS code for this project is 221119. To meet the small business size standard a firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. In accordance with FAR Subpart 36.204, the estimated price range for this contract is between $25,000 and $100,000. This solicitation is advertised as a Total Small Business Set-Aside. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov on or about June 19, 2012.
