Description
SOURCES SOUGHT SYNOPSIS: This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This RFI should not be construed as a commitment by the Government for any purpose. THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This request is for informational purposes only. All interested parties are encouraged to respond to this synopsis. The Government will not pay for information and materials received in response to this synopsis and is in no way obligated by the information received. Background: The mission of the U.S. Army Rapid Equipping Force (REF) is to rapidly provide urgent capabilities to U.S. Army forces employed globally by harnessing current and emergent technologies to improve operational effectiveness. In order to accomplish its mission, the REF must effectively engage its two key audiences: soldiers and industry. Participating in various exhibit venues (museums, malls, tradeshows, etc) gives the REF a forum for increasing awareness of REF's capabilities among soldiers, and bringing soldiers' problems to academia, science communities and business for rapid solutions. The purpose of this Sources Sought is to obtain Small Business 8(a) sources with an approved cost accounting system to support a government cost reimbursement contract. A cost reimbursement contract is contemplated as Exhibit Event pricing is not normally available until 30 days preceding the event. Events for possible participation include, but are not limited to the following: Maneuver Conference, Sep 2012; Annual AUSA Oct 2012; soldier and Marine Modernization conference Jan 2013; Winter AUSA Feb 2013; FIRST Robotic Conference Apr 2013; Congressional Capitol Hill Day March 2013; Grand Prix Army Exhibit June 2013; ASU Collaboration events for Industry related to Energy Feb 2013; Military Robotics Summit Aug 2013, JIEDDO Joint Technology Outreach Conference May 2013; and Warrior Expo July 2013. The contractor shall make all necessary arrangements for the REF Exhibit in various venues (conferences, tradeshows, etc.) to include, but not limited to: Conceptualizing, designing the REF exhibit with accompanying materials Providing recommendations for carpet and padding installation Preview setup and dismantling of exhibit Cleaning, prepping and storing exhibit for future use Shipping exhibit to and from designated site(s) as required various venues CONUS (within continental United States) Planning, set up and tear down Installation and dismantling (I&D) Storage Providing for electrical requirements Provide 14- 10 AMP and 1-20 AMP 110v services lines including labor as required for each venue (varies). Labor: Installation, dismantling, labor, as applicable to various venue locations. Drayage: Drayage based on 8500 lbs of crated and skidded exhibit material (May not always be the case as requirements will change) Cleaning: vacuum service of exhibit space as required for each venue (varies). Lead Retrieval: Provide 2 - terminal units with paper printout ordered in advance Internet: Provide 1- Shared Ethernet-N w/One Public IP Address Provide 6 - Device/Public IP, Shared Ethernet-NP 1-8 Port Switch Rental- 10/100 Base T,7- Patch Cable-Cat5 50 ft The contractor must comply with each individual venues exhibition requirements to include paying all Fees, admission requirements, any special booth furniture, labor and carpenters, receiving, handling and storage of crates, special electrical connections, lighting fixtures etc... Venue requirements will vary regarding tight time constraints for installation, dismantling, logistical constraints and local union rules as applicable. Venues will vary as to sole source local contractors for the overall supervision of the erection and dismantling of exhibits. Venues vary in requirements for Exhibitors desiring to use contractors other than the Official Contractors, and often require an advance approval from Conference/Exhibit provider. A certificate of insurance for is required for contractors installing or dismantling exhibits. The contractor shall provide evidence of the proper Certificates of insurance and specific information in industry showing contractors capability to provide the above services as an Exhibit Conference coordinator. This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit a white paper, including a ROM (Rough Order of Magnitude) which supports the company's claim that it presently has the technology, organization, production facilities, corporate quality business processes, capabilities, management plans and experience and past performance to meet or exceed the performance and delivery objectives described above. The white paper should discuss the company's ability to provide existing equipment or develop equipment to meet the government's RDD (required delivery date). The white paper should indicate if the proposed equipment has been sold to the US Government and/or any other organization and if it has been tested by a DoD Agency or independent third party organization and include relevant points of contact from each such organization. The white paper should be prepared in MS Word, limited to fifteen (15) pages, and shall be submitted electronically to the contracting specialist listed below. RESPONSES ARE DUE NO LATER THAN 20 JUNE 2012 AT 4:00 PM EST. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored. The government will review submissions as they are received. The government reserves the right to close this Sources RFI once they have received adequate response(s).
