Description
The National Cemetery Administration is soliciting offers under Solicitation No. VA786-12-R-0153 for the following: The purpose of this contract is to perform Off-Site Inscription Services on marble niche covers for the National Cemetery of the Alleghenies. The Contractor shall provide all labor, equipment, and materials necessary to perform inscription service on government owned marble niche covers, off-site at the contractor's facility. "This service includes all labor and materials necessary to provide and deliver, FOB Destination, inscriptions on Government Furnished blank marble niche covers (ref. technical drawing, BNC-1) for National Cemetery of the Alleghenies, 1158 Morgan Road, Bridgeville, PA 15017. The contractor shall provide all labor, equipment, and materials necessary to pickup up government-furnished niche covers and deliver completed covers to the cemetery. The contractor shall use covers provided by the cemetery for the purpose of this contract. "The contractor shall be responsible for pick-up, packaging to prevent damage during shipment, palletizing if necessary, handling, and returning niche covers to the cemetery. The cemetery will be responsible only for making blank niche covers available to the contractor and will not be responsible for packaging the blank niche covers. The contractor shall regularly pickup blanks from the cemetery to ensure work is completed within the required performance period. The contractor shall not be responsible for unwrapping, uncrating, or installing completed niche covers. "The contractor shall give the Cemetery Director or his/her designated representative at least 24 hours advanced notice prior to arriving at the cemetery for either picking-up or delivering niche covers. Performance period: The contractor shall have twenty (20) calendar days as counted from the date following the day an order is sent to the contractor until the monuments are manufactured, inscribed, packaged and delivered to the cemetery address listed above. Unit Price: The unit price shall be all-inclusive and covers the complete inscription ordered, regardless of the total number of lines or characters. The unit price shall be the total price paid for each monument inscribed, FOB Destination, delivered and off-loaded at cemetery facility. Submittal by Potential Offerors: All potential offerors shall submit at their expense one (1) marble inscription sample by the closing date of this solicitation. The sample shall be used to determine the potential awardees' ability to perform I1 inscriptions. "Sample Requirements for I1 Inscriptions: One marble inscription sample on a 15-3/4 inches long by 11-1/4 inches wide by ¾-inch thick plaque to be inscribed and packaged to prevent any damage during shipping. The sample shall conform to government specifications for lettering, inscription depth and layout. The sample shall be clearly marked on the back with permanent ink to show the following: Contractor Name, E-mail address, Solicitation Number and Name of Cemetery. "Failure to meet any of the requirements shall result in the rejection of the sample. "The sample shall establish the minimum acceptable product for all inscriptions under this contract and shall be the basis for comparison of all inscription services provided under this contract. All potential offerors who have submitted and received approval notification for a sample of the same type within the last 12 months may submit a copy of that approved review with bid to avoid submitting an additional sample. Sample shall be received by Memorial Programs Service (MPS) prior to closing date. If the sample is disapproved by MPS, you will receive notification by the Contracting Officer and you shall have until the closing date of solicitation to resubmit samples. NO samples shall be accepted after closing date. Once submitted, samples become the property of the Department of Veterans Affairs and will not be returned. Submit sample and test results to the following address: Department of Veteran Affairs Memorial Programs Service Program Support Unit, Rm. 650 1575 Eye Street, NW Washington, DC 20005 Full size copies of drawings are available upon request at no additional charge to potential vendors. The request shall be e-mailed to the NCA Memorial Programs Service (MPS) Program Support Unit at MPSProgSupport@va.gov and shall include the contractor's name, mailing address, phone number, e-mail address and the name and drawing number of the drawing(s) requested. MPS recommends vendors use full size versions for determining work requirements. Once the request is received, the drawings will be mailed directly to the vendors. Potential vendors shall e-mail the request for drawings to MPS with sufficient lead time to allow for mailing and use in preparing the vendor's submittal. The period of performance is the date of award through October 1, 2012 through September 30, 2013 with one (1) 1-year option to extend the term of the contract through September 30, 2014 if exercised by the Government. All work shall be performed in accordance with the specifications, drawings, terms and conditions of the contract. This acquisition is 100% Service Disabled Veteran-Owned Small Business Set-Aside. The NAICS Code is 327991. Size standard of 500 Employees is applicable. The contractor shall have twenty (20) calendar days as counted from the date following the day an order is sent to the contractor until the monuments are manufactured, inscribed, packaged and delivered to the cemetery address listed above. Evaluation criteria for this award will be in the following descending order: 1) Past Performance, 2) Technical, 3) Price. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around June 7, 2012. Responses to the solicitation are due by 2:00 p.m., June 28, 2012. Offerors are advised that they are responsible for obtaining amendments to the solicitation which shall be available at FedBizOpps.
