*****PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR QUOTE ISSUES. MARY BRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION***** NASA/MSFC has a requirement for a Direct Metal Laser Sintering (DMSL) system. NASA/MSFC intends to purchase a M2 Laser Cusing sytem from Concept Laser, a division of Hoffman Innovation Group, Lichtenfels, Germany. The Concept Laser M2 Laser Cusing system is the same system used by the engine contractor (Pratt Whitney-Rocketdyne) for developing manufacturing processes for liquid engine components fabrication. To best develop the operational parameters for engine components, a significant amount of testing and data generation/collection is required to develop statistical confidence in process protocol and component quality.Because these parameters are system dependant, and are not interchangeable among equipment made by different manufacturers, it is critical that NASA procures a similar Concept Laser M2 Laser Cusing system for selective laser melting process development as the one used by the contractor responsible for the production of engine parts and components. Market research was conducted through literature trade study surveys, personal interviews of end-users, and site visits. Of the companies found that produce machines of this type, only Concept Laser meets government requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time on June 15, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
