Description
This publication serves as notice of intent to procure supplies and services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries located in La Jolla, CA on a sole source basis with Advanced Telemetry Systems Inc (ATS). The government intends to acquire supplies and services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for service and re-battery for 110 VHF radio transmitters to be used with a series of NOAA owned and operated VHF receiver/data logger systems used by the U. S. Antarctic Marine Living Resources Program. This contract is also for a purchase of an identical VHF receiver data logger to replace a non-functioning equipment that is crucially part of the research program. The new unit is compatible with the VHF transmitters already owned and operated by NOAA. ATS antennas are specially designed to meet the needs of research program and the transmitters requested work is part of a system that is already in place. The North American Industry Classification System Code (NAICS) of this procurement is 334290 with a small business size standard of 750 employees. The Government intends to negotiate a firm fixed price with delivery date of no later than Aug 1, 2012. It is the Government's belief that only ATS can meet government's requirement. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. All contractors are required to complete online Representations and Certifications at http://www.orca.bpn.gov to be eligible to receive an award.
