- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to SOL-CI-12-00053 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-51. This acquisition is full and open. The NAICS code is 541380-Testing Laboratories. The size standard for this NAICS code is twelve (12) million dollars. The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Health and Environmental Effects Research Laboratory, located in Research Triangle Park, North Carolina, have a requirement for two Air Monitoring Systems. The first is a stack Air Quality Monitoring system to monitor combustion gas and particle emissions, and the other is an Ambient Air Quality Monitoring System to monitor ambient gases. All services shall be provided to the U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Health and Environmental Effects Research Laboratory, located in Research Triangle Park, North Carolina. The F.O.B. point shall be U.S. Environmental Protection Agency, Attention: David Davies, 4930 Old Page Road, Research Triangle Park, NC, 27709. Price quotes shall include any setup charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in the Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the technical approach meets the minimum requirements specified in the Specification below. INSTRMENT REQUIREMENTS AND SPECIFICATIONS: Technical Specifications This procurement requests Two ?Air Monitoring Benches?; 1)Stack Air Quality Monitoring System to monitor combustion gas and particle emissions, and 2)an Ambient Air Quality Monitoring System to monitor ambient gases. Individual analyzers can be combined in standard instrument racks to develop the custom benches. ?The systems will be comprised of the following instruments integrated into standard instrument rack/s: Bench #1 InstrumentQuantity Multigas analyzer (O2, CO, CO2, NO, NO2, & SO2)4 NOx analyzer3 Nano CPC1 Multi Angle Absorption Photometer (MAAP)/Aethelometer (Carbon black and brown)1 Bench #2 InstrumentQuantity ozone generator calibration system1 O3 analyzer3 O3 calibrator1 zero air system1 SO2 analyzer1 NO/NO2/NOx analyzer1 CO analyzer1 dynamic dilution Calibrator1 Sub Total ? For all monitoring systems (O3, NOx, CO, SO2), where EPA certification exists, the instrument shall be designated an EPA reference or equivalent approved instrument. ? For the aerosol instrumentation Nano CPC, the minimum detectable limit (D50) must be 5nm. ?Each Bench will be integrated into a standard instrument rack/s, shall include automated calibration of all analyzers, and bench #2 shall include an air filtering system to scrub user provided air for calibration and dilution procedures. ?Ethernet connections shall enable the operator to view all operational parameters, monitor concentrations, and sample conditions in real-time on a local display and remote computer, or thru the internet. DELIVERABLES: Delivery will be within 6 months or less of award of purchase order. Shipping will be to: US EPA, 4930 Old Page Road, Research Laboratory, Research Triangle Park, NC 27709. EVALUATION FACTORS ? COMMERCIAL ITEMS A. The Government will award a contract resulting from this solicitation to the responsible vendor whose offer represents the best overall value to the government based on the following technical factors and price. PLEASE NOTE THAT AWARD MAY NOT NECESSARILY BE MADE TO THE LOWEST PRICE OFFEROR. In accordance with 13.106-2(b)(2), the Government will conduct comparative evaluations of all offers in response to this requirement based on the following criteria: 1) Responsiveness to Instrument Requirements and Specifications The offeror shall demonstrate that the proposal meets all specifications and fulfills EPA?s needs, as set forth and described in the Instrument Requirements and Specifications Document. 2) Demonstrated previous technical experience in producing equipment of this type. 3) Past Performance: Offeror shall demonstrate performance during the last three years on contracts and/or subcontracts which are similar in scope, to that which is anticipated in the Instrument Requirements and Specifications Document. Offeror shall demonstrate this performance by: 1)Listing all contracts and/or subcontracts completed during the last three years, 2)Listing all contracts and/or subcontracts currently in process, and 3)Include the following information for each contract and subcontract listed: (a) Name of government agency/organization/company. (b) Brief description of contract or subcontract and relevance to this requirement. (c) Total contract value. (d) Period of performance. (e) Government Agency/Company point of contact, telephone number, and E-mail address (if available). If no response is received from a reference, an attempt will be made: 1) to contact another reference identified by the offeror, 2) to contact a reference not identified by the offeror, or 3) to complete the evaluation with those references who responded. The Government will consider the information provided by the references, and may also consider information obtained from other sources, when evaluating an offeror's past performance. Attempts to obtain responses from references will generally not go beyond two telephonic messages and/or written requests (including email). All references identified by the offeror may not be contacted. 4) Proposed Delivery Schedule: A proposed delivery schedule of 6 months or less. B. Additional Specifications General Requirements ?Warranties: One year warranty on all components of the Stack Air Quality Monitoring System and the Ambient Air Quality Monitoring System ?Software: Provide software updates at no charge for up to one year after contract award. ?For all monitoring systems (O3, NOx, CO, SO2), where EPA certification exists, the instrument shall be designated an EPA reference or equivalent approved instrument. ?Each Bench will be integrated into a standard instrument rack/s. ?Each analyzer will be calibrated automatically without removing from its instrument rack. ?Bench #2, the Ambient Air Quality Monitoring System, will be provided with an air filtration system to scrub user provided air for calibration and dilution procedures of the vendor?s instruments. ?Ethernet connections shall enable the operator to view all operational parameters, monitor concentrations, and sample conditions in real-time on a local display and remote computer, or thru the internet. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a quote, which if received by the response date of this announcement will be considered.
