Description
SUBJECT: The International Association of Chiefs of Police (IACP) will be assisting US Fish & Wildlife to develop a Risked-Based Deployment Modeling. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 PM, Friday, June 08, 20012 by sending an e-mail to Pedro_Rubio@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. US Fish & Wildlife Services, Region 9 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: International Association of Chiefs of Police (IACP) ON: June 08, 2012 NAICS: AB12 R&D-CRIME PREVENT & CONT-A RES/EXPL AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: A Sole Source award to the International Association of Chiefs of Police (IACP) worked with the National Wildlife Refuge System (NWRS) in 2003 and 2004 to develop a Deployment Model for estimating the number of law enforcement staff needed at refuges. The result was a statistical model that, properly updated with demographic and activity data, could systematically generate appropriate law enforcement staffing by refuge or refuge complex. The recommendations of GAO Report-11-144, related to risk based assessments and deployment of law enforcement resources on Federal lands have a completion deadline of Dec. 31, 2012. As such, the Division of Refuge Law Enforcement (DRLE) has negotiated a prospectus with the International Association of Chiefs of Police (IACP - Attached) to assist in the development of law enforcement risk assessments of each unit of the National Wildlife Refuge System (NWRS), creation of a Threat Assessment and Threat Matrix, and a Restructure and Enhancement of the 2004 IACP Deployment Model for the NWRS. The 2004 IACP Deployment Model, although excellent for its time, has become outdated, and in some cases irrelevant to some units of the NWRS.
