- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to award on an other than full and open competition basis, a two (2) year Firm Fixed Price contract to 3Circle Partners L.L.C., 19263 Northwest Parkway, Marysville, OH, to prepare and present seven Team Accelerator Phase 1 Workshops at three (3) days each to NAWCWD China Lake and Point Mugu employees as part of the NAWCWD Professional at all Levels (PAAL) program. In addition, the contractor shall train two qualified Government employees to become certified instructors for future in-house Team Accelerator Workshops. The contractor shall be responsible for administering the Belbin Team Role Profiles for each workshop participant; providing Belbin Team Role Profiles to the Government technical point of contact for distribution to the workshop participants; providing textbooks and pre-work materials to each workshop participant; providing binders containing classroom lectures, notes, class exercises, and other instructional materials, as necessary, to each workshop participant; providing instruction and coaching for two NAWCWD employees as part of their preparation to become Team Accelerator instructors; providing "train-the-trainer" materials such as notes, presentations, manuals, and textbooks for each instructor candidate. This sole source acquisition is in accordance with FAR 6.302-1. The Team Accelerator Phase 1 workshop is a curriculum based upon Meredith Belbin's Belbin Team Role Theory, Chris Argyris' Single and Double-loop learning, and Blake & McCanse's Leadership Grid. The 3Circle Partner approach of: sound strategy, superior execution, and effective interaction is the basis of an Instrumented Team Learning experience that is based on "self-convincing" workshop exercises rather than a "teacher-tell" experience. This teaching methodology is copyrighted to 3Circle Partners and they are the only source that can perform this effort without reconstructing the curiculum already in practice by NAVAIR. 3Circle Partners have trained approximately 700+ NAVAIR employees since 2005 through 2009 in Team Accelerator Phase 1 as part of the NAVAIR ™s Lean Six Sigma program (known as AIRSpeed) for NAVAIR Black Belt and Green Belt Lean Six Sigma training. To maintain the NAVAIR investment in the Team Accelerator curriculum, it is important that any company interested in this task must understand that WD must maintain consistency with the theories, methods, and terminology already practiced by the 700+ NAVAIR employees. Introduction of another set of terminology and methods would construct a barrier between those who have had Team Accelerator and those who would have another variety of team building terms and methods. Purposefully constructing another communication barrier within a workforce is not effective in terms of performance, cost, or schedule. Award to any other sources will require substantial time and cost to revamp the NAVAIR workforce. Additionally, interested companies must accept that the goal of having two Government employees becoming certified instructors is the Government's intention to acquire this teaching methodology for in-house training in order to reduce future spending and dependence on outside sources. Award is anticipated in September 2012 timeframe. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 28 June 2012. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the Seven Team Accelerator Phase 1 Workshops to NAWCWD employees may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-12-R-0108 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the products/services. Written responses shall be submitted by e-mail to helen.xiong@navy.mil or mailed to Commander, Code 254300D (Helen Xiong), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd.
