Description
Brand Name Documentation Clause/Provision Matrix for Commercial Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for specialized metal detectors. This solicitation is issued as a request-for-quote (RFQ) for CEIA Compact Metal Detector (CMD) V2.0. This is a "Brand Name" requirement. In accordance with Federal Acquisition Regulation (FAR) subpart 13.106(b)(1), a DEA "Limited Source Documentation" is attached to this RFQ for reference. The CEIA CMD V2.0 is a light-weight collapsible handheld detector that can detect magnetic/non-magnetic metals as well as non-metallic conductive improvised explosive devices. The only known vendor capable of providing the referenced metal detector is CEIA USA. Item number, quantity (QTY), description and units of measure (UOM): Item Number Description QTY UOM CMD-V2.0 Compact Metal Detector V2.0 10 Each 43664 Rechargeable Batteries "C" NIMH for CMD 20 Each GSMD-ACPSA1 Main power supply adapter for internal battery changer 10 Each GSMD-DCP Connecting Cable for Internal Battery Charger 10 Each The Government intends to issue a single, firm-fixed price purchase order in accordance with FAR Part 13 - Simplified Acquisition Procedures. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are in the attached matrix. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit an ALL OR NONE quotation which will be evaluated. Evaluation factors other than price include past performance. Sources shall submit a minimum of three (3) references of previous requirements in similar scope to allow the government to conduct past performance surveys. Evaluation will be based best value - whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is June 11, 2012 at 12:00 pm EST. Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than June 14, 2012 at 11:00 am EST.
