- Draft Statement of Work Sources Sought This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the service stated herein. All businesses, large and small businesses (8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The purpose of the contract is to assist the Department of Commerce, Office of Inspector General in conducting audits and oversight into programs and operations of the National Telecommunications and Information Administration's (NTIA) Broadband Technology Opportunities Program (BTOP). Audit services are sought in the following areas:1) BTOP financial and compliance audits with equipment operability performance audits for the second year of three year grant awards for 50 for-profit grantees that have received more than $100,000; 2) BTOP performance audits of equipment operability for the second year of three year grant awards for 20 government and non-profit grantees, and 3) BTOP performance audits after the third year of three year grant awards of equipment operability and closeout procedures for 40 government and non-profit grantees. NIST anticipates using a FAR Part 15 Contracting by Negotiation to award a firm fixed price type contract. The period of performance of the contract is expected to be from January 1, 2013 through June 30, 2016. The attached draft Statement of Work provides details on the expected requirements. Sources that have the ability to provide the necessary support services are asked to respond to this notice with a corporate capability statement of a maximum of ten (10) pages to provide a clear and complete narrative of current capabilities to meet the requirements as detailed above. Responses should include the following information on the cover page of the capabilities statement : organization information to include company name and address, size of business as it relates to the primary NAICS code 541219 (size standard $8.5 million), any applicable small business certifications (8(a), HUBZone, SDVOSB, etc.), current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA schedule contracts (if applicable) under which your company can provide the products services described in this notice. Within the capabilities statement, the response should include a description of the company's capabilities as they pertain to this potential requirement and should also include a list of contracts within the past three (3) years under which the interested party has performed the same or similar work. All responses must be emailed to keith.bubar@nist.gov so that they are received by no later than 12:00 pm Eastern Time, June 22, 2012.
