- SOURCES SOUGHT. This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential Offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Rachel.A.Rosas@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in the following categories: Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to "Englebright Dam Reach, Gravel Augmentation Project, Lower Yuba River, Yuba County, California." The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available Kntrs. The NAICS Code is 541990, the size standard is $14.0 million employees, and the Federal Supply Code is F999. BACKGROUND. The U.S. Army Corps of Engineers (Corps) is proposing to continue a gravel augmentation project that involves placement of a heterogeneous mix of gravel and cobble into the lower Yuba River channel below Englebright Dam. The purpose of gravel augmentation is to place suitable-sized spawning gravel within the upper Narrows reach for rehabilitating associated geomorphic processes and aquatic habitat in the Englebright Dam reach of the Lower Yuba River. Implementation of a long-term augmentation program will serve to improve the overall ecological functionality of the channel by providing gravel and cobble suitable for anadromous salmonid adult spawning, embryo incubation, and survival to emergence to a key area in the lower Yuba River that has been designated as critical habitat for the Central Valley spring-run Chinook salmon and the Central Valley steelhead. The project area is located on the lower Yuba River downstream of Englebright Dam (Yuba River mile 23.9), Yuba County, California. Gravel augmentation will be confined to the river channel located between Englebright Dam and the junction with Deer Creek. The Kntr shall procure and deliver 5,000 tons of uncrushed "natural river rock" acquired from the Yuba River Watershed. Gravel-transport dump trucks shall be equipped with a dump box capable of transporting 10 cubic yards. A trailer may be pulled behind the dump truck capable of transporting another 7-10 cubic yards. A total of approximately 300 truck/trailer round trips shall be necessary to transport the specified gravel to the stockpile site. The Contractor shall use a "sluicing" method of gravel placement that involves pumping water-gravel slurry through an 8 inch flexible pipe. The water-gravel slurry shall be placed directly into the water within the river channel. Water pump(s) shall be used to pump water from the reservoir up to the feeder. Pumps shall be capable of pumping 250 gallons per minute up to a vertical height of 100'. A flexible sluice pipe shall be used to transport the water-gravel slurry from the gravel feeder directly to the in-channel gravel placement area (1,400'). The duration of the project is ninety (90) calendar days from award to completion. CAPABILITY STATEMENT. The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective Kntrs who have the capabilities associated with this work requirement. Please provide your response to the following. The submission is limited to 20 pages. 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in proposing on the Request for Proposal when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5-years. Offeror must include at least 3 examples, the information provided shall include: a.Project Title; b.Customer name; c.Timeliness of performance d.Customer satisfaction; e.Dollar value of the project) provide at least 3 examples; and f.Detailed equipment list. 4) Offerors type of small business and Business Size (HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) 5) Offerors Joint Venture information if applicable existing and potential The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Unrestricted. Offers that do not meet all requirements or submit within the allotted time will not be considered.
