THIS IS NOT A FORMAL REQUEST FOR PROPOSALS (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of all responsible sources, including large, non-profit, foreign, and small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) Historically Black Colleges and Universities, and Minority Institutions, with experience, and expert knowledge in the area of performing services assisting NIST staff with the alignment, maintenance, and upgrades of the NIST Lattice Comparator. Background: The National Institute of Standards and Technology (NIST) has a long history in X-ray diffraction metrology which includes the development of unique measurement capabilities and associated experimental instrumentation. One such custom-built instrument is the NIST Lattice Comparator (LC). This instrument was designed and constructed at NIST in the early 1990s in order to provide direct comparison of sample crystal lattice spacing's to reference crystals. The Lattice Comparator is a research-grade instrument and only exists at NIST. Objective/purpose: The Contractor shall provide technical services to support the NIST Lattice Comparator consisting with the alignment, maintenance, and upgrades of the NIST Lattice Comparator. The NIST Lattice Comparator shall be capable of providing measurements of crystal lattice spacings that can discriminate attometer-length-scale differences between two silicon specimens. At a minimum, the contractor will be required to perform tasks such as the following: I. SPECIFIC TASKS 1. The contractor shall provide technical support for alignment of the NIST Lattice Comparator. The technical support will consist of expert labor to perform the alignment, training of NIST personnel in performing the alignment, and documentation of the alignment procedure. This task will be performed each time the instrument is modified. 2. The contractor shall provide technical support for maintenance of the NIST Lattice Comparator. If component failure occurs, the Contractor shall provide expertise to install new components in the form of technical recommendations and documented instructions. 3. The contractor shall provide technical support for upgrades of the NIST Lattice Comparator. This support will consist of recommendations on upgrades that will improve operation and training to implement the upgrades. 4. The contractor shall provide technical support for initial-data analysis on SRMs and die curvature measurements, as described in section 6 of the appendix, at the level of one dataset per month. 5. The technical support shall include maintenance of the software for initial-data analysis and providing written instructions for its use. The anticipated Period of Performance is will be a base year plus four (4) one-year options. Performance shall start 09/26/2012 The contractor qualifications will be a minimum of the following: The Contractor shall have a Ph.D. degree or higher in Physics or related field such as Mechanical Engineering. The Contractor shall also have at least 10 years of experience in the X-ray diffraction, and shall have demonstrated expertise in the design of custom X-ray diffraction instrumentation and associated X-ray and light optics, such as those described in the attachment. Any organization responding to this sources sought shall possess the capabilities to provide the services of NAICS code 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The size standard for NAICS code is 500 employees. Potential sources possessing the capabilities to perform the aforementioned services are encouraged to respond to this notice and provide the following information: 1. Detailed narrative describing the company/organization's current capabilities that are directly relevant to the work described in this sources sought notice; 2. Description of each similar project completed by your company/organization as a prime contractor or as a significant Subcontractor with the past three (3) years, including as much of the following information as possible: (a) dollar value of the contract; (b) brief description of the technical requirements of the project; (c) contract type used on the project (e.g., firm-fixed price); (d) duration of the project from start to completion; and (e) name, address, point of contact and phone number of the customer organization for which the work performed; 3. Current socio-economic status of your company as it relates to North American Industrial Classification System (NAIC) Code listed above; 4. Indication of whether your company currently has an active registration in the Central Contractor's Registration (CCR) at www.ccr.gov. 5. Provide all NAICS codes for which your company is identified in CCR; and provide your company's DUNS number. Submit your capabilities by email to: james.cariaga@nist.gov by 05:00 PM EST June 22, 2012. The capability statements shall be no more than 15 pages on 8.5" x 11" paper, with 1" margins and a 12-point, commonly used font such as Courier New, or Time Roman in length. The Government reserves the right to contact any of the submitters to attain further market research/information. This contact may be in the form of phone or email by the Government/Submitter.
